Description

Job Summary / Purpose

Golden Pass LNG, a joint venture of QatarEnergy & ExxonMobil, has an exciting opportunity for a Risk and Process Safety Engineer (Technical Safety). This position will lead the risk assessment management system for an LNG Liquefaction Facility and associated pipeline reports to Safety/Health/Environment Manager with technical [peer review] by Engineering.

The Risk Management Engineer will report to the SSHE Department and will collaborate with Operations, Engineering & Projects, and Management to facilitate safe operations at the terminal and for the pipeline operations. The risk management engineer will lead the risk assessment management system to ensure healthy risk discovery process, risk identification, risk assessment, risk communication, risk mitigation, and risk tracking safeguards are in place. The position is expected to conduct some training, facilitate risk assessment (e.g. HAZOPS), and actively participate in project related assessment.

Responsibilities

  • Facilitate HAZOP's and "Ad Hoc" Risk Assessments as needed/requested.

  • Provide technical support and oversight of risk recommendation/action close-out process.

  • Review critical and "Unusual" operations as requested by Operations.

  • Perform risk and process safety review / approval as part of the Management of Change (MOC) process.

  • Facilitate project safety reviews and ensure follow ups are incorporated into projects; advise projects on the use of appropriate technical standards, practices, and design guidelines and evaluate requests for deviations.

  • Participate in incident investigations as requested

  • Advise emergency response on new or changed risk scenarios.

  • Collaborate with applicable risk management networks to maintain safety leadership and share best practices.

  • Develop, monitor, and analyze root causes and trends in site risk management key performance indicators (KPI's).

  • Provide technical support on building / tent citing including escape routes, blast overpressure, dispersion modeling, and applicable standards.

  • Provide review, screening, recommendations, and reporting regarding new chemicals.

  • Provide input and guidance to training to ensure operating organization completes required process safety trainings.

  • Facilitate mechanical integrity risk assessment and provide guidance to inspection / integrity process

Qualifications

Requirements

Minimum education required of the position.

  • Bachelor of Science degree in Chemical Engineering or equivalent degree

Minimum experience required of the position.

  • Minimum of five (5) years of direct risk assessment, technical process safety engineering or loss prevention experience.

  • A minimum of ten (10) years of oil and gas or petrochemical experience.

  • Demonstrate strong health, safety, environmental and regulatory compliance record with an understanding and commitment to safety and environmental requirements.

  • Knowledge with OSHA, API, ANSI, NFPA, IEC 61508, IEC 61511 / ISA 84, and IEC 62061A regulations and standards.

  • Excellent oral and written communication skills and problem-solving ability.

  • In depth knowledge and experience with process design and safety standards.

  • Good engineering judgement; ability to recognize, assess, and mitigate hazards.

  • Ability to manage and execute multiple programs simultaneously.

  • Ability to conduct regulatory and management system assessments.

  • Working knowledge in carrying out process economic evaluations.

Preferred knowledge, skills and abilities required of the position.

  • Process design or facilities engineering experience

  • Strong analytical and communication skills

  • Demonstrated work experience in supporting LNG, oil and gas, or downstream operations

  • 5+ years carrying out PHAs, risk assessments, HAZOPs

  • Demonstrated experience with consequence assessment (e.g., fire/blast studies, dispersion modeling)

  • Experience assessing fire protection system design

  • Ability to assess adequacy of pressure relief and depressing systems

  • Experience leading or supporting process safety incident investigations

Any certificates, licenses, etc. required for the position.

Must maintain a Transportation Worker Identification Credential (TWIC) card in good standing status.
