CLASSIFICATION TITLE: RISK ADMINISTRATOR

PURPOSE OF CLASSIFICATION

The purpose of this classification is to identify and manage the risk exposures facing the County in order to protect all assets of the organization; to manage, and coordinate all aspects of the County Risk Management Program including, but not limited to, safety programs, training, acquisition and administration of Risk related insurance policies, contractual risk transfer mechanisms, claims, and litigation divisions. Incumbent reports to the Risk Manager.

ESSENTIAL FUNCTIONS

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Manages, assigns, and coordinates daily work activities, special assignments, and goals accomplishments set forth for all Risk Management sections and staff: Safety/Loss Prevention Claims and Litigation, Contracts and Risk related Insurance.

Monitor status of work in each unit and staff progress on specified activities and projects, ensuring an effective and efficient work result. Offer technical expertise as needed and/or requested.

Processes employee concerns and problems; counsels, disciplines, and completes performance appraisals; interviews, selects/trains new employees, outlining expectations and works with employees on setting appropriate goals and objectives.

Identify risks of the County by reviewing internal loss statistics, loss runs, financial documents, historical information, property visits, procedural and job descriptions, various departmental questionnaires, site visits/inspections and various incident investigations and associated research. Reviews external loss statistics, loss runs, and may conduct cost of risk comparisons to other counties and/or governmental agencies of similar size and risk exposure.

Conducts an analysis of acquired data; creates County risk exposure probability analysis; determines peril and/or resultant loss feasibility. Compares and reviews frequency versus severity of highly likely claims as well as possible catastrophic perils and resultant losses.

Prepare the range of potential and calculated financial impact(s) to the County. May conduct a cost of risk study/analysis; evaluates Cost of Risk Study/Analysis with similar sized governmental agencies and similar risk exposures to offer insight to reduce risks or costs associated with managing those risks.

Manages risks that have been identified and analyzed; reviews, creates, and implements appropriate loss prevention and financial protection mechanisms and programs. Acquires and properly understands and/or administrates applicable insurance coverages, to include but not limited to, personal, real, and detailed property coverages, aviation, crime and blanket bond coverage for specified public officials, Fiduciary, multi-line casualty/liability policies which can include protections/coverages for County appointed and elected officials, directors, and staff for exposures arising from all facets of County business (police, fire, transportation, prison/jail facilities, etc.).

Managing risks also includes implementing a variety of internal controls to include, but not limited to, contractual risk transfer, various policies and procedures along with current review of and making/implementing appropriate changes, forms, and reporting procedures, worker safety programs and departmental programs such as staff/department incentives to control and practice safety in all aspects of County work.

Assesses various large scale construction jobs and determines the need for an Owner Controlled Insurance Program (OCIP); works with all interested parties within the OCIP to outline coverages, various party responsibilities for all loss control, reporting and/or claims handling issues for all facets of claims. Reviews success of the OCIP program through various loss runs and communications with all parties involved, particularly the program administrator.

Communicates and assists department directors, employees, board members, insurance companies, brokers, attorneys, vendors, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction. Attends to the Risk Management needs, concerns, and/or issues of internal department directors, employees, and board members to ensure questions are accurately and timely handled and to give advice to internal appointed and hired staff on various risk related issues, with the goal of minimizing exposure to the County.

Prepares proposed annual budget requests for Risk related insurance coverages/policies, office supplies, training/travel expenses, subscriptions, and other operating costs; oversees budget for Risk Division.

Trains department directors, employees, and board members on various Risk Management related issues.

Ensures compliance with all applicable codes, laws, rules, regulations, standards, policies, and procedures; initiates any actions necessary to correct deviations or violations to all current and future Risk Management programs, insurance policies, applicable reporting procedures to various insurers and agencies.

Prepares specifications for bids for liability and all property and casualty coverages, and County broker for insurance; prepares detailed spreadsheet analysis of bid results, compares bid responses; prepares written recommendation of coverages/vendors and explains basis for recommendation; prepares results of bid and recommendation to the Central Services Director for presentation to the Board of Commissioners.

Determines staffing needs and assists staff and/or completes specialty projects varying in complexity.

Supervises and coordinates activities of the Risk Safety Inspector with loss control efforts to include, but not limited to, Safety Manuals, on-site deficiency reports, site inspections, incident and collision reviews/investigations, etc.; implements and oversees a County-wide safety and loss control program; maintains and revises, as needed, various current and upcoming policies, resolutions, and standard operating procedures (SOP) to ensure compliance or alignments with Occupational Safety & Health Administration (OSHA) requirements, general industry safety standards, and any other federal, state, or local safety ordinances, resolutions, laws, or general recommendations; safety walks to develop appropriate loss prevention procedural changes and ensures that appropriate recommendations are made.

Advises departments regarding their operations, internal policies, and procedures that may impact risks to the County and offers suggestions to reduce risk which could include a variety of policies, forms, procedural changes, building repairs, resolutions, and legislative changes where needed and possible; and on safety training.

Supervises, conducts, and/or coordinates activities of the claims division and the Risk Coordinator; reviews various loss runs and other Risk Management System (RIMS) analysis to ensure proper recording and coding of claims, proper and adequate loss and legal expense reserves have been set; selects various claim files to be reviewed and performs on-site audits of files to determine that current procedures are being followed and evaluates files for any new, applicable program changes or specific claims handling changes that my be needed.

Assists in determining which insurance policy carriers and/or the CCBOC Broker needs to be put on notice in regards to claims applicable to such line of coverage and in line with policy reporting requirements; maintains files of all claims and lawsuits; updates files with information on status, copying all received information for appropriate law firm and insurance carriers; maintains and inputs basic claims information into the County's RIMS system, listing all suits and ante-litem notices; and responds to status inquiries from insurance carrier claims adjusters.

Provides ideas and/or liability analysis and prepares requests to County Legal Department for final County liability decisions.

Responsible for all final payments on claims related expenses, negotiated settlements within specified resolution authority, and settlement recommendations to appropriate legal staff and in conjunction with applicable legal counsel within additional settlements authorities.

Supervises and coordinates activities of the Risk Specialist to include special projects, identifying boards and authorities under County jurisdiction and determining their eligibility under the County's liability insurance versus coverages which may be provided by that specific board; sends proof of coverage to Judge, Probate Court for swearing-in and validation.

Operates a computer to conduct research, enter, retrieve, review or modify data; utilizes, reviews, and creates a variety of original correspondence and spreadsheets; reads, reviews, and applies various case law, statutory law, resolutions, ordinances, etc., to various Risk Management issues and concerns; reviews, uses, and creates access, databases; prepares various Power Point presentations; provides internet page content and web page design ideas in relation to Risk Management programs; and uses various software programs. Creates story boards and advises appropriate technical staff on building various software, internet, and database systems to support the County Risk Management Program.

Requires knowledge of Risk Management, insurance; all facets of claims, loss control principles and practices, risk transfer techniques, federal, state, and local laws, insurance codes and regulations that are applicable to the position, and management practices and procedures.

Must maintain a comprehensive, current knowledge of Risk Management programs, the insurance marketplace, and applicable laws/regulations; maintain an awareness of new trends and advances in the profession; read professional literature; maintain professional affiliations; attend workshops and training sessions as appropriate. Continue to acquire annual applicable professional development training relative to any and all facets of Risk Management as County budget permits.

Must be skilled in applying basic accounting principles in the development of staff, supplies, training, and program budgeting; have knowledge and understanding of reviewing various governmental financial reports, actuarial reports, loss statistics, loss runs, etc., to ensure proper claims handling and the potential for errors with such reports.

Must have the ability to apply legal principles, laws, ordinances, resolutions, policies, procedures, and current and changing industry standard to any aspect of a governmental Risk Management program.

Must be highly skilled in public speaking; in all facets of oversight, direction, and development of a comprehensive governmental management program; in contracts and claims/litigation settlement negotiations.

Attendance and punctuality is mandatory to perform the essential functions of this position.

ADDITIONAL FUNCTIONS

Performs, assigns, and manages various clerical tasks as needed, such as filing documents, organizing files, sending/receiving faxes, making copies, distributing mail, placing periodicals in binders, organizing policies in binders, or updating telephone lists.

Provides backup coverage or assistance to assigned staff members and leaders as needed.

Performs other related duties as required.

MINIMUM QUALIFICATIONS

Bachelor's degree in Risk Management, or closely related field; supplemented by six (6) years previous experience and/or training that includes Risk Management, Loss Prevention, and Insurance Administration, preferably for a large-scale public institution; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Associate Risk Manager (ARM) designation required. Any other Risk Management designations or degrees would be strongly considered. Property & Casualty Agent's License may also be considered, but not in lieu of experience. Must possess and maintain a valid Georgia driver's license (as outlined in the County's Vehicle Policy)

Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station. Position requires person with ability to perform a variety of tasks to evaluate risks of injury to employees, risk of loss to the public, and/or risk or loss to the County as a whole, including, but to limited to, police and fire ride along and various activities, various site visits to prisons, jails, public buildings, special event locations, potential County property purchases and various other locations, transportation and development activities and aviations activities

Sensory Requirements: Some tasks require the ability to perceive and discriminate visual cues or signals.

Some tasks require the ability to communicate orally. Additionally, good hearing is required to handle this responsibility.

Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
