Overview

The Insider Threat Program Risk Administrator reviews, advises, and communicates risk policies and processes for the program. This position employs quantitative and analytical skills across a variety of business processes to ensure controls are operating effectively and provide research and analytical support.

The Risk Administrator will receive direct government oversight, assignments, and directions from the Office Director, Insider Threat Program, through an assigned team leader.

DUTIES AND RESPONSIBILITIES:

  • Provides comprehensive support to the Department of State's programs to protect classified national security information at all levels and Sensitive but Unclassified information within the Department and entrusted to private industry.

  • Reviews information including but not limited to employee related data, counterintelligence, security, law enforcement, and workplace violence as it relates to insider threat and network defense.

  • Utilizes a variety of classified and unclassified databases, software applications, and other tools to review information related to the nature, function, relationships, capabilities, and intent of possible insider threats.

  • Follows computer generated leads to identify anomalies and/or support the insider threat processes.

  • Provides supporting documentation to formal investigations and/or informal inquiries to resolve insider threat related matters, employee misconduct, and/or violations of the law.Conducts various background checks to facilitate analysis with the intake process.

  • Creates case records in case management systems.

  • Tracks, reviews, updates, and prepares reports on various specialized projects utilizing database systems' tracking history and processes.

  • Reviews and prepares weekly, biweekly, and/or monthly status reports in a prescribed format for management review in coordination with the assigned team lead.

  • Provides recommendations regarding case management and participates in the development of case management practices, procedures, and processes.

  • Develops projects in accordance with the statement of work, budget, and scheduled deliverables.

  • Assists with special projects including creation of special presentation charts, development of models and forms, and instruction of project management training.

  • Prepares input for program briefings to the Program Director and senior officials.

  • Develops agendas in coordination with managers, facilitates meetings as required, and edits management meeting minutes.

  • Reviews outgoing office correspondence for appropriate office personnel.

  • Ensures security policies are implemented according to procedures without undue interruption of normal operations.

  • Travels when needed domestically or overseas in support of specific overview briefings or inquiries.

  • Performs other duties as assigned.

PROFESSIONAL QUALIFICATION AND SKILLS:

  • U.S. Citizenship required.

  • Bachelor's degree.

  • Preferred: Undergraduate in a related technical, security, or management discipline.

  • Seven (7) to ten (10) years of specialized experience accepted in lieu of degree.

EXPERIENCE:

  • Three (3) to five (5) years of related specialized security experience including: Policy and security standards development, risk analysis and scheduling, logistics, budget analysis, and project management responsibilities.

  • One (1) year of direct government contracting experience at task/project management level.

  • Experience with applicable security requirements and practices in the civilian sector of the federal government.

  • Demonstration of experience consistent with security principles and best practices with applicable Federal regulations and guidelines.

  • Preferred: Applicable industry certification.

  • Preferred: Department of State experience.

  • Working knowledge of Federal agencies' security policies and procedures such as the FAM, NISPOM, IC directives, and national and international security requirements.

  • Knowledge of IC policies and procedures.

  • Knowledge of IC databases for access to Sensitive Compartmented information (SCI).

  • Knowledge of personnel security, cybersecurity, counterintelligence, human resources, and government travel regulations.

  • Excellent oral and written communication skills and an ability to interface with program personnel at all levels.

  • Works independently, with oversight, to advise and assist office personnel on matters of insider threat program policy, procedures, and regulations.

  • Proficiency in Microsoft applications, including Word, PowerPoint, and Excel.

CLEARANCE REQUIREMENT:

  • Position will be subject to a U.S. Government Security Investigation.

  • Incumbent must possess or obtain/maintain minimum a TOP SECRET clearance with ability to obtain special access requirements(SCI).

Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse and multi-line telephone system.

ADDITIONAL QUALIFYING FACTORS:

Must have the ability to obtain and maintain a security clearance. In addition, a satisfactory background screening, negative drug test, positive references and proof of identity and legal authorization to work in the United States and for TTO are required. May require occasional travel.
