Primary Responsibilities

In the role of Right-of-Way Agent 2, we'll count on you to:

  • Provide pre-negotiation project, parcel, property owner and occupant due diligence, negotiations for acquisition of rights and relocation of displacees relative to public or private projects and coordination of right of way and utility issues for clients as assigned.

The Large Business and International (LB&I) business unit provides service and enforcement activities to support tax compliance of businesses and related entities with assets of $10 million or more, as well as small U.S. businesses engaged in international, U.S. citizens abroad, and foreign persons and businesses with a U.S. tax requirement. See "Other Information" for Locations. Learn more about this agency Responsibilities WHAT DOES AN INTERNAL REVENUE AGENT TEAM LEADER DO? As a Senior Internal Revenue Agent as a Team Leader and/or Coordinator, you will plan and conduct examinations of some of the largest and most complex corporations with extensive subsidiaries, diversified activities, multiple partners, national or international scope and operations, and other high asset entities, partnerships, or fiduciaries. You will resolve critical and unusual problems for a range of complex examination issues, provide guidance on major examination projects or programs, and serve as an expert in an area covered by obscure or difficult to apply segments of tax laws. In this crucial role, you will find that no two days are alike, as each case brings with it many new challenges. As an Internal Revenue Agent Team Leader you will: * Coordinate and/or lead a team of revenue agents, specialty examiners (International, Engineer, Computer Audits, etc.), and support personnel in other districts or locations who are engaged in an assigned examination. * Exercise significant and continuing authority in planning, directing, coordinating, and controlling the overall progress of the examination. * Coordinate the actions taken by team members to perform a timely and effectively planned and managed examination that will produce quality results notwithstanding obstacles created by size, complexity, diversification, or geographical dispersion of operations. Provide feedback to the Case Manager on the progress and performance of the team members. * Develop the audit plan, assignments, time estimates, and proposed audit procedures in coordination with the case manager. Coordinate the exchange of information among the team members and exercise significant input regarding the items to be examined. * Participate in and/or conduct a pre-examination conference with the taxpayer and/or the taxpayer's representative to advise on the scope of the examination and reach agreement on logistics. BASIC REQUIREMENTS: Bachelor's or higher degree in accounting from an accredited college or university that included at least 30 semester hours (45 quarter hours) in accounting or 24 semester hours in accounting and an additional 6 semester hours in related subjects such as business law, economics, statistical/quantitative methods, computerized accounting or financial systems, financial management or finance. OR A combination of experience and education at an accredited college or university equivalent to a four year degree that included courses equivalent to a major in accounting, i.e. at least 30 semester hours in accounting or 24 semester hours in accounting and 6 semester hours in related subjects as described above. OR A Certificate as a Certified Public Accountant (CPA) obtained through written examination in a State, territory or the District of Columbia. In addition to the above, you must possess the following professional accounting knowledges: Principles of Accounting, Intermediate Accounting, Cost Accounting, Advanced Accounting, and Auditing. GS-14 LEVEL: You must meet the basic requirements and have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal Service. Specialized experience for this position includes progressively responsible and diversified professional accounting or auditing work that required: knowledge of and skill in applying professional accounting principles, theory, and practices to analyze and interpret accounting books, records, or systems specifically to determine their effect on Federal tax liabilities and their adequacy for recording transactions affecting tax liabilities; skill in interpreting and applying Federal tax law for individuals, business and/or exempt organizations, partnerships, and corporations; knowledge of business and trade practices to develop tax issues based on analysis and evaluation of overall business operations and financial condition; knowledge of corporate financial transactions and financial management principles and practices; and, skill in interacting effectively with a broad range of individuals and negotiating with specialists in accounting, legal, tax, and other similar business related professions. * The experience may have been gained in the public sector, private sector or Volunteer Service.
