If selected for this role, you will be working in the Property Management unit of the District Right of Way department.

POSITION DESCRIPTION: Conduct negotiations with property and business owners for complex parcel assignments.

Perform lawsuit preparation. Provides property management services for complex parcel assignments. Identify and evaluate advance acquisition opportunities.

Ensure data is entered into the Right of Way Management System (RWMS). Interpret, communicate and apply right of way policies and procedures. Assist in the coordination of business damage activities. Provides relocation assistance for complex parcel assignments.

Obtain the information necessary for the proper filing of condemnation proceedings against the required properties that cannot be acquired by negotiations. Prepare and recommend settlement approval.

Review invoices. Perform Quality Control reviews. Ensure conformance with applicable laws, rules, regulations, policies and procedures. Assist in addressing and resolving issues.

Conduct inspections and inventory of improvements, fixtures and contents of property acquired for right of way. Represent Right of Way at public meetings/hearings and workshops, and similar forums.

Assist with consultant services procurement / management. Monitor, train and assist local governments.

Respond to public records requests and related inquiries. Assist in the development of policies and procedures.

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge and understanding of 49 Code of Federal Regulations (CFR) Part 24 (Uniform Act), relating to real property acquisition and relocation assistance.

Knowledge of real estate principles and practices. Knowledge of quality assurance planning for the acquisition and relocation assistance program. Skilled in the use of personal computers, including a working knowledge of word processing and spreadsheet software.

Skilled in effectively communicating orally and in writing. Ability to effectively plan, organize, and work independently. Ability to establish and maintain good working relationships with others.

Ability to identify training needs, and to develop and present effective acquisition and relocation training. Ability to implement a quality assurance plan for the acquisition and relocation assistance program. Ability to be self-directed and skilled in problem solving. Ability to understand and interpret real estate appraisals and right of way maps.

OTHER JOB RELATED REQUIREMENTS: This position is responsible for adhering to the provisions and requirements of Section 215.422, F.S. related State Comptroller's rules and Department of Transportation's invoice processing and warrant distribution procedures.

MINIMUM QUALIFICATIONS: Prior experience as a Right of Way Agent II, or a bachelor's degree from an accredited college or university and three (3) years of real estate experience defined as professional or technical experience in right-of-way administration, land management, abstract and title work, property management, or the sale, acquisition or appraisal of real estate, or an associates degree from an accredited college or university and four (4) years of real estate experience, or a high school diploma or its equivalent and six (6) years of real estate experience, or graduation from an FDOT Real Estate Level II Training Program.

A Competitive Area Differential (CAD) additive in the amount of $1,248.00 will be added to the annual salary.
