POSITION DESCRIPTION: Provides support for right of way work program, records and funds management and scheduling including review and process of right of way, contract, and deposit invoices for Financial Services; schedule review and updates; encumbrance coordination to assure expenditures do not exceed adopted budgets; invoice, records files, and reports review to ensure data is updated accurately and timely; warrant log maintenance; and proper Internal Revenue Service Form 1099 data control preparation.
Provides support with consultant selection process and contract administration, particularly with expert witness contracts to ensure timely contract execution and notices to proceed.
Assist in public records requests and addressing and resolving issues ensuring timely responses, records and collection and compilation as directed, and preparation for legal review, as necessary.
Perform Quality control reviews as directed including running Core Process, Managed Reporting Environment (MRE), and other exception reports to detect deviations/exceptions; and ensure conformance with applicable provisions of applicable statutes, rules regulations and procedures.
KNOWLEDGE, SKILLS AND ABILITIES: Skilled in effective written and oral communications.
Skilled in the use of personal computers, including a working knowledge of word processing and spreadsheet software. Ability to learn Florida State and local real estate laws and regulations, and real estate appraisal and finance principles and practices. Ability to maintain excellent interpersonal relationships.
Ability to analyze, interpret, and implement appropriate statutory and procedure requirements. Ability to effectively plan, organize, and work independently. Ability to make decisions and meet deadlines.
OTHER JOB RELATED REQUIREMENTS: While on-duty status, the position's incumbent may be required to drive a state owned or leased vehicle to perform the duties of this position.
This position is responsible for adhering to the provisions and requirements of Section 215.422, F.S. related State Comptroller's rules and Department of Transportation's invoice processing and warrant distribution procedures.
This position will be required to respond before, during and following emergency situations.
MINIMUM QUALIFICATIONS: A bachelor's degree from an accredited college or university or an associate's degree from an accredited college or university and two (2) years of real estate / other related business experience, or a high school diploma or its equivalent and four (4) years of real estate / other related business experience.
