The Louisiana Department of Revenue (LDR) is responsible for fairly and efficiently collecting state tax revenues to fund public services, to regulate charitable gaming and the sale of alcoholic beverage and tobacco, and to support state agencies in the collection of overdue debts.  Collectively, each program, unit, division and group work together to provide the core services to taxpayers of the State of Louisiana and stakeholders of the agency.

LDR is comprised of the following groups: Tax Collection, Charitable Gaming, Alcohol and Tobacco Control (ATC), Debt Recovery, and Louisiana Tax Free Shopping Commission.

The Taxpayer Compliance Severance, Excise and Withholding Division is responsible for receiving, verifying and paying claims for refund submitted by taxpayers of the state. This division is responsible for refunds and audits related to excise, sales and us taxes, severance taxes and withholding taxes. The Division is also responsible for the performance of post-processing audit functions for sales, excise, severance and withholding taxes. 

ABOUT THIS POSITION:

Responsibilities and/or Preferences:

  • Plans and organizes the workflow for the unit. Develops procedures, establishes priorities and assigns duties.

  • Analyzes work processes to identify obstacles to efficient operation; develops practical solutions and monitors implementation of solutions.

  • Ensures results are properly recorded and prepares recurring and ad hoc reports to summarize outcomes and performance of the unit.

  • Performs the Performance Evaluation System (PES) duties for assigned staff.

  • Interviews and recommends hiring of new employees.

  • Trains new employees and provides continual training opportunities for experienced employees.

  • Reviews and approves/denies employees' leave requests in accordance with Civil Service rules and department policies.

  • Coaches employees and recommends/implements disciplinary actions as appropriate.

  • Maintains data on subordinates' job performance to support performance indicators.

VACANCY INFORMATION:

This posting may be used to fill vacancies in other divisions available within the Louisiana Department of Revenue within 90 days of the closing date.

Current permanent status classified state employees may be required to accept a Probational appointment if selected. If filled as a Job Appointment, there is a possibility that this position may be converted to a Probational Appointment should funding become available.

This position will be domiciled in East Baton Rouge Parish. Applicants must select this parish on their application to indicate that they are available to work in the parish of this vacancy.

A Tax and Natural Disaster Clearance will be conducted on all selected applicants to validate the timely submission of tax returns and payments. It is a requirement that all Revenue employees must adhere to all tax laws of the State of Louisiana.

LA R.S.15:587.5, 587.6 and the IRS require the Louisiana Department of Revenue to conduct a criminal history records check of a prospective employee who will access federal tax information to perform job duties.  Any applicant who receives and accepts a conditional offer of employment will require a completed criminal history records check prior to his or her first day of work.  

MINIMUM QUALIFICATIONS:

A baccalaureate degree with six semester hours in any of the following: accounting, business, economics, finance, management, information systems management, or quantitative methods, plus three years of professional level experience in accounting, administrative services, financial auditing, management analysis, tax accounting, tax audit review, tax auditing, tax collection, tax enforcement, tax law, tax systems work, or tax payer assistance.

SUBSTITUTIONS (FOR THE BACCALAUREATE DEGREE ONLY):

Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

A master's degree will substitute for one year of the required experience.

Possession of designation as a Certified Public Accountant or CPA will substitute for one year of the required experience.

Possession of a current license to practice law in Louisiana will substitute for two years of the required experience.

NOTE:

There can be no substitution for the required semester hours.

NOTE:

Any college hours or degree must be from an accredited college or university.

Function of Work:

To supervise staff engaged in performing in-house audits of tax returns, including individual income, sales, excise, corporate, severance, inheritance, hotel/motel, motor vehicle, bankruptcy, etc.

General from Revenue Tax Assistant Director or higher-level personnel.

Supervision Exercised:

Direct over Revenue Tax Specialists 1-3.

Differs from Revenue Tax Specialist 3 by the presence of responsibility for direct supervision of Revenue Tax Specialists.
