The Louisiana Department of Revenue (LDR) is responsible for fairly and efficiently collecting state tax revenues to fund public services, to regulate charitable gaming and the sale of alcoholic beverage and tobacco, and to support state agencies in the collection of overdue debts.  Collectively, each program, unit, division and group work together to provide the core services to taxpayers of the State of Louisiana and stakeholders of the agency.

LDR is comprised of the following groups: Tax Collection, Charitable Gaming, Alcohol and Tobacco Control (ATC), Debt Recovery, and Louisiana Tax Free Shopping Commission.

The Business Tax Enforcement Division collects delinquent business taxes, majority of which are through levies, payment plans and pursuing officer liabilities.  We work all business tax correspondence and email inquiries.

 Our division facilitates the collection of sales tax of all special events, such as fairs and festivals, throughout the state.  We have a team of officers doing business tax inspections on businesses with alcohol permits. Recently, we teamed up with the Department of Wildlife and Fisheries and we have a representative at their location to assist customers and collect the sales tax on their boat purchases.

ABOUT THIS POSITION: 

The Tax Officer Supervisor position is responsible for providing direct supervision of collection staff needed to accomplish the department's goals of efficiently administering the state tax laws, enforcing the collection of delinquent taxes, and providing the highest quality taxpayer assistance.

The Revenue Tax Officer Supervisor (AS-615) has a starting rate of: $20.37/hourly; $1629.60 biweekly.

VACANCY INFORMATION:

Current permanent status classified state employees may be required to accept a Probational appointment if selected. If filled as a Job Appointment, there is a possibility that this position may be converted to a Probational Appointment should funding become available.

This position will be domiciled in East Baton Rouge Parish. Applicants must select this parish on their application to indicate that they are available to work in the parish of this vacancy.

A Tax and Natural Disaster Clearance will be conducted on all selected applicants to validate the timely submission of tax returns and payments. It is a requirement that all Revenue employees must adhere to all tax laws of the State of Louisiana.

LA R.S.15:587.5, 587.6 and the IRS require the Louisiana Department of Revenue to conduct a criminal history records check of a prospective employee who will access federal tax information to perform job duties.  Any applicant who receives and accepts a conditional offer of employment will require a completed criminal history records check prior to his or her first day of work.

MINIMUM QUALIFICATIONS:

A baccalaureate degree plus three years of professional experience in accounting, financial auditing, tax enforcement, taxpayer assistance, tax collection, tax systems work, tax auditing, tax audit review, tax law, tax accounting, management analysis, or administrative services.

SUBSTITUTIONS:

Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

A master's degree will substitute for one year of the required experience.

Possession of designation as a Certified Public Accountant or CPA Inactive will substitute for one year of the required experience.

Possession of a current license to practice law in Louisiana will substitute for two years of the required experience.

NOTE: Any college hours or degree must be from an accredited college or university.

General from Revenue Tax Officer Manager or higher-level personnel.

SUPERVISION EXERCISED:

Direct over Revenue Tax Officers 1-2.

JOB DISTINCTIONS:

Differs from Revenue Tax Officer 2 by the presence of responsibility for direct supervision of Revenue Tax Officers.

Differs from Revenue Tax Officer Manager by the absence of second line supervision or the management of collection activities for a District/Regional office.

Develops procedures for work unit, assigning work and providing technical guidance to staff members in resolving discrepancies on work-related issues.

Approves/disapproves recommendations by subordinates for cease and desist actions, as well as taxpayer requests for installment agreements, waivers of penalty, and requests for refunds.

Accompanies staff members to assigned sites, approving and aiding in seizures of funds from cash registers, in the closing of a business, and in surveillance and stake outs; mediates issues between subordinates and taxpayers.
