GENERAL FUNCTION

The Revenue Recovery Specialist plays a critical role in the Collections Division's primary assigned goals: the enforcement of state statutes, rules, and the collection of outstanding income and business tax delinquencies/liabilities. This position will have responsibilities involving the collection of unpaid tax liabilities and outstanding delinquencies for individuals and businesses. This may include serving as primary point of contact for taxpayers on assigned caseloads; coordinating and participating in administrative hearings; monitoring collection activity of third-party outside collection agencies; determining basis of liability; conducting examinations and inspections of various tax records and issuing orders for taxpayers whose licenses or permits are canceled.

TYPICAL FUNCTIONS

The functions performed by employees in this job family will vary by level, but may include the following:

General

  • Assists taxpayers both in-person and over the phone, with excellent customer service

  • Provides detailed explanations concerning the provisions of various tax laws

  • Provides instruction on the completion and filing of various tax forms

  • Appropriately addresses internal and external customer issues while respecting business needs

  • Examines, investigates, and reviews records, reports, and management practices to ensure legal compliance with state rules and statutes

  • Reviews applicable laws, regulations, procedures, and financial and administrative controls

  • Evaluates relevant data and aspects of situations and make appropriate decisions

  • Manages and prioritizes assigned caseload and provides services to taxpayers with little supervision

  • Identifies the most appropriate method to complete tasks and meet deadlines

  • May serve as the agency's witness for court proceedings as it pertains to the validity and collection of outstanding liabilities and delinquencies

  • Assists in projects or tasks as assigned, including those in other sections or divisions

Legal Referral

This section assists the Legal Division with the assessment of out-of-business accounts by issuing letters and/or requesting tax warrants for the officers, members or partnerships. It also prepares accounts deemed out-of-business for third-party collections.

  • May serve as the agency's witness for court proceedings as it pertains to the validity and collection of outstanding liabilities and delinquencies

  • Establishes repayment options for taxpayers to pay liabilities

  • Monitors payment arrangements for the Legal Division

  • Establishes/monitors irregular business pay plans for the Waiver section

  • Prepares accounts that have been deemed out-of-business to the outside vendor

  • Prepares assessments for partners, members and officers for established liability

  • Prepares tax warrants for outstanding liability for the Legal Division and collection agencies

  • Creates pre-assessment letters for outstanding liability to sole proprietors, members and/or officers of out-of-business accounts

  • Manages protest of Business Closure Collection accounts

  • Educates taxpayers on the provisions of various tax laws, basis of liability, and assists taxpayers with filing state sales tax and remittance of payment through OkTAP

LEVEL DESCRIPTORS

The Revenue Recovery job family consists of two levels which are distinguished based on the complexity and diversity of job assignments, the extent of responsibility assigned, and the responsibility assigned for providing leadership to others.

The Specialist is the entry-level where employees are assigned responsibilities at the full performance level involving business taxes. In this role, they will be responsible for providing a full range of assistance to taxpayers in completing and filing various tax forms, making detailed explanations concerning the provisions of various tax laws, assisting with training new employees; and completing any and all required actions to notify taxpayers of delinquent taxes and secure payment or initiate other actions through the legal process.

MINIMUM QUALIFICATIONS

Specialist

Education and Experience requirements at this level consist of

  • A bachelor's degree in any field,
  • OR four years of experience in business or public administration, highly technical administrative or office management, taxation and revenue, credit collections, or investigative work
  • OR an equivalent combination of education and experience

PREFERENCE STATEMENT

Preference may be given to candidates who are proficient in Microsoft Office programs.

SPECIAL REQUIREMENTS

This position may require occasional travel. Applicants must have reliable transportation and be willing and able to perform all job-related travel. Possession and maintenance of a valid Oklahoma State Driver's License is also required.

This position requires the employee to be able to lift up to 25 pounds on a regular basis.

Core work hours for the Oklahoma Tax Commission are Monday through Friday, 7:30am to 4:30pm. This schedule may require flexibility, including some weekends, based on the needs of the agency.

Telework may be required based on the needs of the agency, division, and section. If applicable, applicant must be willing and able to BOTH work on-site and telework at an off-site location, generally in the applicant's home. Applicant must have a secure internet connection and a dedicated telephone (landline) or smart phone device during scheduled working hours.
