Job Duties

The Revenue Operations Manager supervises DPOR's Revenue staff and oversees the collection and deposit of regulatory fees ensuring processes are compliant with state and agency policies and procedures.

This position directs the daily fee processing functions, reviews and approves accounting transactions, reconciles account activity, coordinates the bank lockbox and internet payment processes, and performs various accounting and processing activities. Duties also include providing supervision and direction to staff, ensuring excellent customer service and effective teamwork.

The Revenue Operations Manager also serves as the primary contact for applicants, regulants, board administrators and staff on fee processing and application of fee issues and works collaboratively with DPOR's accounting and information systems personnel, EAGLES Office, and regulatory staff to address system, banking and credit card processing issues. The Revenue Operations Manager is responsible for completing moderate to complex monthly reconciliations.

1.Responsible for managing all revenue-based financial functions within the DPOR Revenue Section of the Finance Department.

2.Manage all revenue/cash receipting and deposit functions to ensure that receipts are accurately recorded and deposited in a timely manner in accordance with agency, state and federal policies and procedures.

3.Manage accounts receivable functions to ensure that agency receivables are accurately processed and reported (Quarterly Accounts Receivable Report) and ensure collection efforts for outstanding fees and penalties are completed in a timely, effective, and efficient manner in accordance with agency, state, and federal requirements.

4.Responsible for the preparation and timely submission of the Quarterly Accounts Receivable Report due to the Department of Accounts as required.

5.Responsible the preparation of statistical and linear reports and revenue tracking to provide critical information for both internal and external stakeholders.

6.Ensures journal entries are approved timely and in accordance with agency, state and federal policies and procedures.

7.Assists team with preparing and reviewing year-end Comprehensive Annual Financial Report attachments and schedules.

8.Provides ongoing attention to the development and maintenance of adequate internal controls.

9.Reviews and approves all monthly reconciliations.

TELEWORK OPTIONS: Please note that this position may be eligible for limited telework and is not a full-time telework position. Upon hire into this position, the agency requires the incumbent to be in the position for 90 days before a specific telework schedule may be submitted for consideration.

Minimum Qualifications

  • Considerable knowledge of state accounting policies, procedures and systems; including, but not limited to, accounts receivable, revenue/cash management, general ledger, and fixed assets functions.

  • Advance knowledge of Microsoft Excel (macros, pivot tables, etc).

  • Working knowledge of Generally Accepted Accounting Principles with the demonstrated ability to implement them to a variety of agency finance needs.

  • Advanced experience with Cardinal Financials, the Commonwealth's official accounting system of record.

  • Advanced supervisory Experience, including performance management.

Additional Considerations

  • Experience independently establishing, maintaining, evaluating, and improving financial processes, systems and internal controls.

  • Professional certification in financial management strongly preferred (CPA, or other).
