WHAT DOES A REVENUE OFFICER DO? As a Revenue Officer you will serve as a civil enforcement officer, and perform collection related activities within the established laws, rules and regulations. The role of the Revenue Officer varies depending on the organization for which you are hired. For Field Collections, cases are primarily worked in the field. As a Revenue Officer you will be responsible for collecting delinquent accounts, secure delinquent tax returns, and/or performing a technical review of the collection activities to determine compliance. On the other hand, the Technical Reviewer is responsible for evaluating closed cases to determine if the conclusions reached are consistent with the tax laws, procedures and policy requirements. Regardless of the position you choose, each day is filled with new challenges, and offers many opportunities for personal and professional growth.

WHAT IS THE SB/SEDIVISION? The Small Business/Self-Employed (SB/SE) Division provides examinations and taxpayer education services for about 7 million small businesses and upwards of 33 million self-employed and supplemental income taxpayers. SB/SE taxpayers generally have higher incomes than most taxpayers, need to file twice as many tax forms, and generally need to rely more on paid tax preparers and the taxpayer education outreach activities of the IRS.

As a Revenue Officer you will:

  • Perform extensive and complex research on available background material concerning industry practices and any applicable interpretations of precedent setting court cases

  • Examine voluminous and complex books and records which may be incomplete, poorly organized or intentionally disorganized or arranged in order to conceal the true nature of payment to individuals, including cash or barter transactions, requiring considerable reconstruction of records

  • Use investigative, interviewing, and fact-finding techniques to determine the position of the Service as to whether taxes have been accurately reported and paid

  • Identify income and excise tax issues, employee plan issues, and potential tax fraud issues, and refer them as appropriate to the appropriate organization for resolution

  • Research available guidelines and reference material, to resolve complex questions of tax law that may have arisen during the course of the examination. Such questions usually involve issues for findings which could be legitimately contested by a different interpretation of the law, ruling, or precedents

You must meet the following requirements by the closing date of this announcement.

GS-12 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service.

Specialized experience for this position includes: Demonstrating in-depth, broad knowledge and experience of the Internal Revenue Code and related enforcement and collection regulations and procedures; knowledge of a wide range business laws and practices, judicial processes, laws of evidence, the interrelationship between Federal and state laws and its effect on moderate complex legal instruments; knowledge of financial/managerial accounting and banking principles, terminology, practices and methods to analyze financial records; knowledge of electronic data exchange and the ability to conduct business online including use of the internet and intranet.

Experience may have been gained in work such as:

  • Collection activities using a variety of Collection tools such as Levy, Notice of Federal Tax lien, seizure, and suits;

  • Secure delinquent returns using a variety of tools such as summons and preparing substitute for returns per IRC 6020(b);

  • Use computer systems to capture information secured and to aid in the collection of Federal taxes or delinquent Federal tax returns and to conduct research such as locator services, credit bureaus reports, and real estate programs;

  • Prepare the assembly of trust fund recovery penalty files, suit and seizure packages and lien activities packages including discharge, subordination, and withdrawal.

  • The experience may have been gained in the public sector, private sector or VolunteerService. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

Indiana Department of Revenue The Indiana Department of Revenue is responsible for providing service to Indiana citizens regarding state tax matters. Additionally, the department administers state tax laws, develops regulations and makes decisions about tax policy. Associate Hearing Officer Attorney The Associate Hearing Officer is responsible for the resolution of taxpayer protests both on a formal and on an informal basis. Issues Letters of Findings, Final Orders Denying Refund, and Memoranda of Decision based on IC 6-8.1-5-1. The Letters of Findings are publicly disseminated pursuant to IC 4-22-7-7. Responsible for resolving protests on an informal basis, which may fall outside the knowledge and experience of "front-line" employees. This position conducts technical and legal research as necessary to fully and fairly address the taxpayer's issue. Prepares and presents to the Executive Committee settlement proposals and, if necessary, prepares and executes a written settlement agreement which memorializes the Executive Committee's final decision on the matter. Serves as an intermediate level reviewer for the Legal Division's written documents and as a resource person - either as adviser or participant - to ad hoc or standing committees organized to address unique or ongoing issues before the Department. Ultimately ensures that both the taxpayer and the Department are in full compliance with Indiana tax law. Employee may access Federal Tax Information while performing daily job duty. All taxpayer information, federal and state, obtained by an employee in the performance of his/her duties is confidential and not to be shared with anyone outside the Department, except as specified by the Indiana Statute. Any employee or officer of the Department of Revenue who accesses tax information without a business reason, unofficially or without approval, will be dismissed from employment. A day in the life * Accept and fully resolve six or more formal protests each month issuing Letters of Findings, Final Order Denying Decision, and Memoranda of Decision addressing each protest. * Schedule and conduct administrative hearings permitting each taxpayer the opportunity to fully explain the basis for that taxpayer's protest. * Schedule administrative hearings within 30 days following the date on which the protest is initially assigned. * Perform the necessary research in order to fully address the taxpayer's protest. * As necessary, consult with the Senior Hearing Officers, Supervisor, other Associate Hearing Officers, and other members of the Department of Revenue. * Develop and maintain a harmonious and professional relationship with taxpayers and their representatives. * Prepare and submit for review Letters of Findings, Final Order Denying Refund, Memoranda of Decision which have been thoroughly researched, well-reasoned, and clearly written and which reflect a proper application of the relevant facts, law, and Department of Revenue policy. * Issue the completed Letter of Findings, Final Order Denying Refund, and Memoranda of Decision within 60 days following the date on which the administrative hearing is held. * In instances in which both the Hearing Officer and the taxpayer agree that no administrative hearing is necessary, issue the completed Letter of Findings within 90 days following the date on which the protest is initially assigned. * Resolve all associated issues raised following issuance of the Letter of Findings including requests for rehearing, preparation and issuance of Supplementary Letters of Finding, and settlement issues. * Prepare and present for consideration settlement proposals stemming from assigned protests; prepare, edit, and present for execution settlement documents; assure that all necessary steps are taken to assure that the Department complies with the executed settlement agreement. * Conduct in a timely fashion second level of review of Letters of Findings prepared by Associate Hearing Officers. * Provide internal legal advice to the rest of the Department.
