Position:

The Idaho Department of Environmental Quality (DEQ) is hiring a Reuse Coordinator - Analyst 4 for the Surface & Wastewater Division.

Salary Range: $33.57 - $38.57

Responsibilities:

Manage Reuse Program

  • Serve as main point of contact for the reuse permit program and regional coordination.

  • Problem-solve highly complex wastewater treatment and reuse permitting scenarios; provide recycled water rule and policy interpretations; and collaborate with State Office reuse and regional staff on reuse paths forward, policy, or responses.

  • Identify program requirements based on Performance Partnership Agreement (PPA) and program goals.

  • Coordinate with the Wastewater (WW) Permit and Compliance Bureau Chiefs, regions, and WW and reuse analyst to identify, communicate, and assign program objectives; review progress of program objectives; and manage meeting program objectives with reuse staff.

  • Monitor permit backlog and provide feedback to regions and technical services on objectives and permit prioritization with WW Permits Bureau Chief and WW and reuse analyst.

  • Collaborate with the regions to ensure the developed kaizen processes for permit writing are on track and support the regions and technical services in maintaining rule-required timelines.

  • Review modifications, draft permits, staff analyses, and response to comments and coordinate with the State Office reuse staff for additional state office reviews (e.g., plans of operations, quality assurance project plans, facility plans, and preliminary engineering reports).

  • Lead weekly state office reuse team meetings.

  • Coordinate reporting for the PPA (semiannual) and DEQ's strategic plan (quarterly) with the WW and reuse analyst.

  • Develop implementation procedures for General Permits to comply with IDAPA 58.01.17.

  • Write reuse permits and associated documents.

Manage Reuse Guidance and Training Initiatives

  • Coordinate and maintain reuse guidance, outreach materials, and onboarding resources.

  • Coordinate and maintain program templates, including the draft permits, staff analysis, and annual report review templates.

  • Plan and execute quarterly reuse permit writer meetings with state office and regional staff.

  • Attend conferences and workshops.

  • Coordinate DEQ website updates for recycled water permitting topics.

Wastewater Support

  • Provide review and feedback on lagoon seepage testing and industrial sludge topics, as requested by WW and reuse analyst.

  • Assist with operator training, as requested by WW and reuse analyst.

  • Participate in weekly wastewater supervisor meetings.

  • Provide feedback on bureau budget and identify program budget needs.

Staff Supervision

  • Prepare position action requests and position description forms to hire staff, coordinate with human resources on posting positions when approved, conduct interviews, and prepare on-boarding materials.

  • Direct staff on program priorities and ensure tasks are completed in a timely manner.

  • Conduct annual and probationary performance evaluations and quarterly performance reviews with staff and provide constructive feedback to staff.

  • Work with staff to identify career and professional development goals.

  • Approve travel requests and assist staff with fiscal and administrative procedures.

Minimum Qualifications:

Possession of a Bachelor's degree in the physical or biological sciences, Political Science, Business or Public Administration, Engineering, or related natural resources management field OR Education and/or experience equivalent to a typical four (4) year Bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty-four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties such as planning, research, regulatory development and/or implementation of components of environmental programs or media for at least two (2) years can substitute for one (1) year of college.

AND

At least six (6) years of professional experience providing management, technical assistance, resource allocation, and policy interpretation to staff, special interest groups and the public.

OR

Possession of a Master's degree in any of the above fields AND at least four (4) years of professional experience providing technical assistance, allocating resources, managing and/or developing programs; and interpreting policy to staff, special interest groups and the public.

Desired Specialty Minimum Qualification

DEQ 3025 - Wastewater

Experience demonstrating considerable knowledge of Wastewater, Water and Waste Management that has been gained through possession of a college degree in Civil Engineering, Environmental Engineering, Environmental Science, Biology or closely related field OR any combination of education and/or experience equivalent to a typical four (4) year bachelor's degree and two years full-time work experience in drinking water or wastewater management such as: reviewing, designing or implementing drinking water or wastewater treatment and conveyance systems, source water protection and development plans, engineering reports/facility plans, point source discharge permits, water quality certifications and municipal solid waste or biosolids disposal facility plans. Education/Experience Equivalency: Successful completion of sixty (60) semester hours of study, including twenty-four (24) credited hours in a subject required for the particular degree, is equivalent to two (2) years of undergraduate education; and/or Each two (2) years of qualifying work experience as described on the announcement may be equivalent to one (1) year of undergraduate education.

  • Ability to sit and work on a computer for 2-4 hours at a time.

  • Ability to bend and reach for filing purposes.

  • Some periods of heavy reading and typing are required.

  • Ability to lift 30 pounds when working with file boxes.

  • Some travel may be required.

  • Ability to climb ladders, staircases, work on uneven terrain.

  • Occasional travel required.

  • May work in the vicinity of loud noise.

  • May be required to travel and stay overnight in remote areas.
