The San Diego County Employees Retirement Association (SDCERA) administers retirement and associated benefits for eligible County of San Diego employees and other participating employers. As both a County department and an independent association, we have approximately 50,000 active, deferred and retired members.

The Accounting Division is responsible for maintaining the general ledger, processing member benefit and tax payments, accounts payable, fixed assets, coordination of the external audit, investment accounting, preparation of the Comprehensive Annual Financial Report, cash transfers and reporting, and oversight of the operating and capital budgets. We are currently seeking a Retirement Accountantto perform professional level accounting work including working independently on financial statements, auditing reports, investment analysis, monitoring, and other assigned duties.

Our ideal candidate for this position should have a strong knowledge of Generally Accepted Accounting Principles, accrual accounting, investment accounting, experience with automated accounting systems, and be proficient with MS Excel. A quality candidate will be able to interpret and analyze financial reports, reconcile accounting and financial institution reports, perform arithmetic calculations, communicate effectively, demonstrate initiative, is a continuous learner, supportive of change and demonstrates ethical behavior. A Certified Public Accountant (CPA) license, though not required, is highly desirable.

HIRING PROCESS AND TIMELINE

The timeline for this recruitment is outlined below.

  • Job Offer and Background Process begins: Shortly after the interviews. Note: Current County employees may be excluded from additional background screening.

  • Pre-employment Medical Screening: Approximately 3 days following successful background investigation results.

  • Anticipated Start Date: Start date will be based upon successful completion of medical screening or other mutually agreed upon date.

ESSENTIAL FUNCTIONS

  • Assigns expenses to appropriate accounts or sub-accounts.

  • Generates edit, batch control, manual check and check register reports.

  • Generates and mails checks for payment to vendors upon approval.

  • Maintains accounts payable records and general ledgers.

  • Works with vendors to reconcile billings, accounts and post adjustments.

  • Interfaces with financial institutions regarding cash balances, transfers, and statements.

  • Analyzes automated and manual journal entries.

  • Reconciles investment manager's reports to the custodian bank's monthly reports.

  • Assists in annual audit and CAFR preparation.

  • Maintains records on employee benefits, retiree's payroll, member and County payroll contributions, refunds, and death benefits for budget and accounting purposes.

  • Assists in preparation of payroll tax reports to federal and state agencies.

  • Performs statistical analysis and valuation of investments.

  • Maintains records on capitalized assets and depreciation schedules.

  • Assists in preparation of annual operation and capital budgets.

  • Provides courteous, high quality service to members of the public by personally responding to requests for service or making appropriate referral.

  • May supervise employees in the the posting and maintenance of financial records.

MINIMUM REQUIREMENTS

A bachelor's degree from an accredited college or university, or certified equivalency for foreign studies in accounting or a closely related field; AND,

  1. Three (3) yearsof experience performing the duties listed above (experience must be at the professional level in order to be considered qualifying); OR,

  2. One (1) year of experienceas a Retirement Associate Accountant in the San Diego County Employees Retirement Association (SDCERA).


NOTES

A Certified Public Accountant (C.P.A.) certificate will be considered as meeting the education requirement and is highly desirable.

CONDITION OF EMPLOYMENT

As part of the County of San Diego's pre-employment process, prospective candidates will undergo a background check (including fingerprinting) and a pre-employment medical screening prior to beginning County employment. Additional types of background investigations may be conducted based on the job-related activities of the position. Current County employees may be excluded from this process.
