General Statement of Duties: Assists with implementation of landscape restoration and stewardship projects.

Works in cooperation with other agencies and counties. Completes necessary paperwork, develops reports, maintains equipment, and interacts with the public. Locates, identifies, and treats noxious weeds within Montrose County.

Uses GPS/GIS equipment and software regularly. Performs related skilled and unskilled work associated with invasive species management and other ecological services activities.

Supervision Received: Works under the supervision of the Ecological Services Program Manager and performs a variety of routine work within established policies, procedures and receives detailed instructions on new projects and assignments.

Supervision Exercised: This position is a lead position, meaning the employee may direct and guide the day-to-day work of others, however, cannot issue discipline or conduct performance appraisals.

  • Serves as a licensed qualified supervisor as provided for under laws and regulations of the State of Colorado Department of Agriculture.

  • Serves as lead crewmember on projects. Assists with hiring and training of seasonal staff.

  • Facilitates training on equipment operation, diagnostics, calibration, and maintenance for seasonal workers and staff.

  • Ensures herbicide applications are made with regard to safety, efficacy and legality.

  • Assesses site conditions and modifies in-field management approaches as necessary.

  • Collects data and assists in short-term project development, and scheduling.

  • Utilizes automated and handheld GPS units to collect project data.

  • Operates, calibrates and maintains computer-controlled injection spray systems and integrated GPS systems. Locate, identify, and map noxious weed infestations on private and public lands, using GPS/GIS equipment and software to develop maps of weed infestations.

  • Operates and oversees operation of equipment including, pre-mixed and injection spray systems, saws, trucks/trailers and OHV's.

  • Sprays noxious weeds with a backpack, ATV and Right-of-Way Spray Truck. Mixes and loads herbicides, maintains spray records, and supervises staff in treatments.

  • General maintenance, including cutting and pulling weeds, raking and sweeping.

  • General weed mitigation and environmental restoration work related to the Ecological Services Department.

  • Oversees quality control over projects and staff.

  • Consults with landowners on weed management practices.

  • General work related to ecological services projects and maintenance.

  • Assists manager in the development of projects, objectives, and approaches.

  • Assists with cooperative field projects with non-county agencies as a Montrose County representative, and with other County departments regarding noxious weed management. Work outside Montrose County occasionally required.

  • Assists Maintenance and Fairgrounds staff as deemed necessary by department manager.

  • Attends training in a wide variety of areas relating to the Ecological Services Department as deemed necessary by department manager.

  • Maintains and submits various departmental report forms related to hours, duties, project data and use/maintenance of vehicles. Completes necessary data entry, paperwork and reports.

  • Answers phones, return calls, and assist walk-ins.

  • Scouts for weeds on properties involved in land use development applications.

  • Assists with Montrose County Weed Commission Board Meetings.

  • Assists with procurement of supplemental funding.

  • Regular and predictable attendance is required.

MINIMUM QUALIFICATIONS

Required Knowledge, Skills and Abilities:

Education: A High School graduate or equivalent.

Experience: A minimum of two (2) years experience in a related field or equivalent strongly preferred.

Language Skills: Must have the ability to communicate effectively both verbally and in writing and the skill to organize materials and present information clearly and concisely in verbal and written form.

Must understand and follow verbal and written instructions. Must have proficient knowledge of the English language, proper grammar, punctuation and spelling in other oral and written communication and have the ability to write routine reports and correspondences. Must be able to read, comprehend and apply laws, rules, regulations, policies and standard operating procedures required for this position, as well as, basic how-to documents and manuals.

Ability to read, understand, and extract specific information from complex documents, including herbicide labels, MSDS sheets, MUTCD guidelines, laws and regulations. Familiarity with State noxious weed laws and regulations.

Interpersonal Skills: Must possess the ability to establish and maintain cooperative working relationships with fellow employees, representatives of other agencies and organizations and members of the community.

Have strong customer service orientation and work collaboratively within a team environment. Interact professionally and diplomatically with County employees, other agencies and organizations and members of the community and manage difficult or emotional customer situations. Must have the skill to organize work flow and accomplish established objectives.

Possess the ability to recognize when confidentiality is required and maintain strict confidentiality. Must maintain appropriate professional boundaries in relationships with customer/clients and the general public.

Mathematical Skills: Must have the ability to work with basic mathematical concepts such as addition, subtraction, multiplication and division and apply concepts such as fractions, percentages, ratios, and proportions to practical situations. Ability to apply mathematical concepts to a variety of spatial calculations and chemical mixtures.

Reasoning Skills: Ability to function independently.

Ability to apply principles of logical reasoning to a range of practical, and mechanical problems. Read and interpret pesticide safety information, application instructions and labels. Ability to accurately identify noxious weed species at various stages of the life cycle.

Working knowledge of applicable chemicals including principles and techniques of safe chemical preparation and application. Ability to learn the methods, materials and equipment necessary for integrated pest management. Follow established organizational guidelines, rules, policies and procedures.

Perform preventative equipment maintenance functions. Learn and apply knowledge of the hazards and safety precautions common to herbicide application, mobile roadside operations and remote treatment areas. Maintain confidentiality.

Office Technology/Computer Skills: Must be able to effectively use modern office technology and equipment, including computers, calculators, telephone, copiers with scanning and faxing capabilities.

Must have fundamental experience with word processing, database manipulation, spread sheets, email, and the knowledge to save and retrieve documents from a variety of destinations and sources. Must be able to learn the software and programs related to the position and the County. Field equipment including hand-held and automated GPS equipment.

Must be able to respond to the customers' needs and perform tasks requiring extensive hand and eye coordination. Dexterity of hands and fingers to operate a computer keyboard, mouse, sprayers and other devices and objects.

The employee must frequently lift, move and carry objects of up to 40 pounds and occasionally lift objects up to 60 pounds, depending upon assignment. Specific vision abilities required by this position include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. Must be able to smell to detect chemical leaks or other hazards.

Physical ability and mobility to drive a motor vehicle to and from field and meetings as required. Ability to navigate extremely rough and uneven terrain. Ability to work extended shifts and attend training and meetings outside of regularly scheduled hours and the ability to work in stressful situations.

The employee will also frequently be out in the field and be exposed to extreme weather conditions, terrain and other element s of nature. The noise level in the work environment is usually moderate, but may be extreme depending on equipment being operated. There will be occasional exposure to loud noises. This position requires frequent exposure to chemicals and mechanical equipment.

Special Requirements: Must possess and maintain a valid Colorado Driver's License and satisfactory driving record.

Required to possess or acquire, within one year of employment, State of Colorado "Qualified Supervisor" applicator's licenses in Industrial and Right-of-way, and Rangeland categories. May be required to possess or acquire additional applicator's licenses including Forestry, Agriculture, Aquatic, Turf, Ornamental, and Outdoor Vertebrate categories.
