Duties

If selected for this position, you will participate in the overall planning and managing of an administrative support program in the areas of budget and finance and acquisitions and facility support services as the Resource Management Officer in the United States Attorney's Office for the Middle District of Pennsylvania. Typical work assignments will include:

  • Supervising staff by planning the work to be accomplished, setting goals and priorities, and preparing schedules for completion of work.

  • Reviewing and overseeing budget formulation and execution throughout the fiscal year.

  • Providing oversight in the development of budget requests.

  • Overseeing the collection and maintenance of obligation control data for all administrative and litigation expenses for the office, and the preparation of budgetary reports.

  • Overseeing contracting and procurement activities functions within the office.

  • Overseeing the administration of support services for the district in the areas of facilities management, copying and printing services, mail and reception, internal controls, and other related support services.

  • Overseeing records management activities.

  • You must be a U.S. Citizen or National.

  • Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.

  • If selected, you will be subject to the satisfactory completion of a one year supervisory or managerial probationary period unless this requirement has been met previously.

Qualifications

GS-13: To be eligible at the GS-13 level, you must have at least ONE year of specialized experience equivalent to the GS-12 level in Federal Service.

Specialized experience for this position is defined as performing the duties described in at least one of the following areas: (A) analyzing and managing a comprehensive program of support services in the areas of: facility and space management, records management, and mail and property management OR (B) managing a financial management program to include developing short and long-range budgets and exercising full authority for controlling and authorizing the expenditure of funds allocated for various budgets OR (C) managing a contracting and purchasing program to include assuring that activities are in compliance with applicable procurement regulations and procedures and providing guidance on a variety of contracting procedures.

Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if: 1) this vacancy is within your ICTAP eligibility; 2) you apply under the instructions in the announcement; and 3) you are found well-qualified for this vacancy.
