E3/Sentinel seeks Resource Analysts to assist in managing with a full range of budget and resource management duties on wide variety programs not involving large scale acquisition developments and operations.
Make recommendations regarding monitoring and updating program requirements and spend plans
Make recommendations regarding maintaining budget tracks at the program and project level
Support the formulation and review of budget estimates and requirements for new and existing initiatives
Collect resource information and compare it with historical data to assist Government personnel with developing or updating current and future component or group resource requirements
Make recommendations regarding the analysis of program performance and progress and assist Government personnel in determining if planned resources are sufficient to accomplish assigned goals and objectives; propose resource adjustments as required
Assist with budget exercises and the formulation and development of the IPBS, CBJB, and CJB text, tables, and resource exhibit submissions
Interface/update/maintain NRO financial management systems such as NEXT, NEAR, NFIS, FIT, FIRsT, EpX Studio, and other NRO financial management tools
Assist in assessing the impact of contract and engineering changes on program cost/schedule baselines
Assist in the research and preparation of correspondence, presentations, and briefings in response to action items such as those arising from CDAs, QFRs, the OMB, the IC oversight staffs, other oversight authorities, and NRO management
TS/SCI with polygraph
Bachelor's degree in a technical or business discipline and 6 years of relevant experience OR a high school diploma and 10 years of relevant experience
Demonstrated ability to apply analytic techniques to evaluate programmatic data and resolve inconsistencies
Demonstrated advanced knowledge of Microsoft Excel (pivot tables and macros)
Demonstrated proficient in creating presentations in Microsoft Power Point
Demonstrated knowledge of project management concepts and principles
Demonstrated knowledge of EVM experience techniques
Demonstrated knowledge of Federal Appropriation Law, concepts, methods, and standards impacting financial activities
Demonstrated knowledge of Federal Government budgetary principles and procedures
