SUMMARY

This position serves as manager of the City of Amarillo's Right of Way and City-owned property. Manages leased City property and is responsible for overseeing and managing any right-of-way or other leases; performs administrative work related to property procurement; maintains a schedule of special contracts and agreements; participate in appropriate hearings, rulemaking events, etc.; prepare periodic reports and information gathering required for projects that have to do with resource administration. The position provides technical support in the preparation of plans, specifications and estimates, performs independent plan reviews of other's work, including both in-house designers as well as outside consultants; performs technical studies and investigations and produces resulting reports as required by the assigned department; and provides direction and instructions to Engineering Assistants, CAD Technicians, Project Representatives, and Administrative staff. This position will be required to work shifts including evenings, weekends, holidays, overtime as necessary by the department and during inclement weather. Supervises the right-of-way inspection staff including the ROW Project Construction Supervisor. Indirectly supervises the ROW Project Construction Representatives.

ESSENTIAL RESPONSIBILITIES

  • Negotiates and obtains any right-of-way (ROW), easements or other legal access as may be needed.

  • Respond directly, or delegate responses when appropriate, to customer inquiries; evaluate and responds to public, interdepartmental and City official inquiries.

  • Periodically visits lease sites and ensure that sites are being maintained.

  • Prepares public advertisement of availability of City property for lease.

  • Maintains a schedule of lease termination or renewal dates.

  • Prepares periodic reports.

  • Accounts for City property and participates in inventories as required.

  • Researches records to determine property ownership.

  • Provides assistance to other City divisions and department as needed regarding property purchases and sales.

  • Responsible for project development and project management for work involving street, drainage, water, and wastewater improvements, as well as related infrastructure.

  • Tracks assigned projects giving sufficient and complete detail of timelines, overruns and impediments to complete; reports the status of assigned projects on an ongoing basis and recommends and makes adjustments to work plans as needed to complete the work in a timely and complete manner.

  • Provides technical support services for the City including but not limited to hydraulics, water mains and sewers, pumping systems, water and wastewater treatment, water storage, streets, and other roadways.

  • Reviews plans submitted by in-house and outside engineers for correct design and conformance to the City of Amarillo specifications.

  • Preparation of contracts, agreements, RFQs (preparation of project scope of work, schedule and budget, etc.), negotiates and mediates differences with engineering firm, reviews and processes payment applications and change orders.

  • Reviews plats, site plans, and construction plans for purposes of right-of-way management in regard to conformance with engineering standards and specifications, and conformance with city ordinances and policy.

  • Performs work on special assignments as required.

  • Works directly with local agencies including but not limited to TxDOT, BNSF RR, public and private utility companies and similar agencies concerning their design requirements when a project requires permits and/or the agency's permission.

  • Manages permits and oversees work by outside contractors in City right-of-way (ROW).

  • Provide assistance in management of City owned property as needed.

  • Performs other job-related duties as assigned.

MINIMUM REQUIREMENTS

Requires a minimum of eight years of municipal, ROW procurement and management, surveying, or closely related land management experience. A portion of the experience requirement may be substituted with a Bachelor of Science Degree in Civil Engineering or a related field from an accredited 4-year college or university. Certification as a Texas Professional Engineer, Texas Registered Professional Land Surveyor, or a Registered Landman preferred . Work history involving progressive responsibilities related to property procurement, lease administration, public sector administration, real estate transactions, ROW procurement and management preferred. Valid Texas Driver's License required

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of property management, lease documents and administration.

  • Knowledge of public sector administration responsibilities.

  • Knowledge of municipal codes and ordinances pertaining to right-of-way.

  • Knowledge of property rights and land acquisition.

  • Knowledge of hydraulics, surveying, transportation, water and wastewater treatment plants.

  • Knowledge of water resource law, water policy (federal, state and local), familiar with Texas Water Code (chapter 36).

  • Must have effective oral and written communication skills.

  • Strong computer skills: Word, Excel, Outlook, Teams, etc.

  • Strong verbal and written communication skill.

  • Must possess strong interpersonal skills.

  • Solid organizational skills including attention to detail and multi-tasking skills.

  • Ability to use small office equipment, including copy machines or multi-line telephone systems.

  • Ability to use highly technical computer applications, such as GIS or CAD.
