The Planning and Development Department is actively seeking a Resilience Project Coordinator.

This is professional work at the advanced lead level in planning, coordinating, organizing, and managing projects and activities to support Jacksonville's Resilience Strategy. The work requires a basic understanding and application of the theories, principles, and practices of resilience planning usually gained through degree granting schools, or an equivalent level of practical knowledge gained through experience. Contact with others require skills in understanding and influencing others which are important in developing partnerships and coordinating projects, including skills of persuasiveness, assertiveness, and sensitivity to others point of view are often required to influence behavior, change an opinion, or turn a situation around. The work is standardized in that tasks are covered by substantially diversified procedures and specialized standards, and because of the changing priorities, or different situations, incumbents have the latitude to consider which of the many procedures or standards should be followed and in what sequence. The work involves differing situations requiring the use of judgement in search of solutions or new applications within one's known experiences. Work is performed in an office environment. Operates standard office equipment such as a personal computer. The physical demands consist mainly of sitting for extended periods of time and lifting or moving objects weighing up to 20 pounds. Work is performed under limited supervision where the work assignments are subject to established procedures, practices, precedents, methods, techniques, standards, and, or well-defined policies. The worker plans or organizes the work, determines their own priorities, and the work is reviewed, usually after the fact, in terms of quality, volume, timeliness, and for adherence to established methods, standards and policies.

Examples of Work

  • Supports the Chief Resiliency Officer (CRO) and resilience office staff/fellows in implementing the Resilient Jacksonville strategy.

  • Supports major upcoming projects, including but not limited to land development regulation update, public works design standard update, EPA's Climate Pollution Reduction Grant, and the Master Tree Plan development.

  • Tracks and monitors progress and identifies and resolves completion of multiple projects.

  • Serves as administrative lead for convening interagency planning meetings on resilience projects.

  • Develops grant materials for resilience grants, including but not limited to: FDEP Resilient Florida, IIJA & IRA Federal Grants, NFWF, BRIC etc.

  • Performs office administrative support for CRO including managing schedules; coordinating travel and paperwork; organizing and maintaining resilience office files and records, manuals, handbooks, and other related materials, in accordance with public records requirements.

  • Develops outreach activities/events that align with the goals of the resilience strategy.

  • Assists the CRO and resilience team in providing up-to-date information about implementing the resilience strategy to a variety of audiences/stakeholders through diverse means.

  • Oversees interns and runs the internship recruitment and onboarding process.

  • Operates standard office equipment such as a personal computer using word processing, spreadsheet, database, and other related software.

  • Demonstrates proficiency in the City of Jacksonville's competencies.

  • Performs related work as required.

Knowledge, Skills and Abilities

  • Knowledge of general principles and practices of resilience planning.

  • Knowledge of administrative practices, methods, and procedures relating to administrative support areas.

  • Knowledge of the laws, ordinances, regulations, and departmental/divisional policies and procedures associated with assigned work.

  • Skill in conferring and coordinating with others to gather, relay and/or interpret goals, policies and priorities relating to departmental planning and grants process.

  • Skill in researching, analyzing, interpreting, and applying related federal, state, and local laws, rules, and regulations.

  • Ability to coordinate and conduct outreach activities, events, and projects.

  • Ability to oversee and monitor the work of others.

  • Ability to coordinate and monitor administrative activities.

  • Ability to interpret laws, rules, and regulations.

  • Ability to keep accurate records.

  • Ability to communicate effectively both orally and in writing.

  • Ability to establish and maintain working relationships with other employees and the public.

  • Ability to operate standard office equipment such as personal computers using word processing, spreadsheets, database and other related software, copiers, and related equipment.

Open Requirements/Supplemental Information

OPEN REQUIREMENTS:

  • Bachelor's degree in urban/regional planning, land use, environmental planning, environmental or marine science, biology, geography, economics, engineering, political science or a closely related field.

  • Two (2) years of professional experience in urban/regional planning, and/or project management.

  • Fifteen (15) semester hours of coursework in urban/regional planning, environmental or marine science, biology, geography, economics, engineering, or political science may substitute one (1) year of professional experience.

  • Master's degree - preferred.

OTHER REQUIREMENTS:

  • The probationary period for this class is six (6) months.
