FNI's Urban Planning + Design Group has an opportunity for an urban planner with experience in resilience and hazard mitigation planning. Our multidisciplinary group, and firm overall, support growth of this position with expert engineers, skilled GIS analysts, talented environmental scientists and creative urban planners/designers. This position primarily focuses on developing FEMA Hazard Mitigation Plans, Resilience Plans, FEMA Community Rating System efforts and mitigation/resilience grants, and a variety of other resilience-focused projects. These take the form of standalone efforts as well as integrated planning with comprehensive plans, drainage master plans, water resource plans and other types of plans with significant need to consider shocks and stresses. The ideal candidate is not only passionate about hazard mitigation and disaster risk reduction, but is also excited to thoughtfully incorporate such approaches into all manner of comprehensive plans, small area plans, codes and ordinances, and a wide variety of other plans and projects reaching across multiple design disciplines.

Responsibilities/Accountabilities

  • Work in a collaborative environment as part of a multi-discipline team.

  • Demonstrate ability to produce well-written reports and highly visual documents.

  • Manage personal timeliness and technical correctness of a project to ensure high-quality work that fits within a client's budget and expectations.

  • Be willing to travel as needed to meet project commitments, including overnight travel and evening client meeting obligations.

  • Prepare and facilitate public involvement and consensus-building meetings and workshops.

  • Assist the Mitigation and Disaster Planning Lead, and the Group Manager and Practice Leader, with related marketing and client development for planning assignments, and help support/identify strategic direction to advance hazard mitigation and resilience practices.

  • Represent the company at conferences, seminars, meetings; make presentations to clients, government officials, and industry representatives.

  • Plan, schedule, conduct and coordinate detailed phases of planning work.

  • Develop plans for utilization of land and physical facilities of cities, counties, metropolitan areas and larger geographies, demonstrating creativity, foresight and mature judgment in anticipating and solving unprecedented planning and design phases of a project focused on hazard mitigation and resilience.

  • Maintain liaisons with individuals inside and outside of the company.

  • Draft proposals and statements of qualification within the directives of company policy relating to marketing.

  • Supervise technicians and other planners when performing project tasks.

Qualifications

Required Skills and Qualifications

  • 5+ years of urban planning-related or mitigation/resilience-related work experience

  • Bachelor's degree in Urban Planning, Architecture, Landscape Architecture, Emergency/Disaster Management, or a related field to planning and hazard mitigation is required.

  • Proficiency in the Microsoft Office Suite, database management and GIS

  • This position requires experience in cross-sector planning (community and economic development, resilience, etc.), balancing of multiple and complex projects, facilitation and engagement, understanding project scope, GIS and other skills necessary to be successful in a government-client focused, high-paced firm.

Preferred Skills and Qualifications

  • Proficiency in the Adobe Creative Suite, particularly Adobe InDesign

  • Knowledge of FEMA GO, HAZUS, FEMA Benefit Cost Analysis v. 6.0, HUD CDBG-MIT and FEMA BRIC

  • American Institute of Certified Planners (AICP) certification or equivalents

  • Certified Floodplain Manager (CFM) certification
