Entre Familia
Entre Familia is a 6-to-12-month residential substance use treatment program that provides
bilingual/bicultural, gender-specific, substance use disorder treatment to pregnant and postpartum women and their children. The program serves pregnant and postpartum women and their children in the State of Massachusetts and has the capacity to serve up to 19 women and 26 children.
Transitions
Transitions is a short-term, residential Transitional Support Services (TSS) program serving adults of all genders living with alcohol and/or substance use disorders and is funded and licensed by the Bureau of Substance Addiction Services (BSAS), Department of Public Health (DPH). The program has the capacity to serve up to 65 individuals.

GENERAL STATEMENT OF DUTIES AND RESPONSIBILIES
Program Management & Leadership
Responsible for the overall management and supervision of the Transitions and Entre Familia residential treatment programs.
Strong commitment to the BPHC mission and Bureau of Recovery Services (BRS) shared philosophy of substance use disorders and treatment models.
Responsible for the design, implementation, and oversight of all services within the residential treatment programs, including, but not limited to, planning and development, programmatic policies and procedures, treatment protocols and clinical documentation.
Lead the program management team to develop, plan, evaluate and report on goals, objectives, and outcomes for the program.
Oversees program's compliance with state licensing and federal regulations, and all reporting requirements and evaluation.
Ensures completion of all clinical documentation. Evaluates monthly/quarterly/annual clinical chart reviews to ensure the delivery and documentation of clinical services.
Develops streamlined and comprehensive system of documentation in accordance with state and federal regulations.
Works in a confidential capacity with the Senior Management Team, Human Resources, Labor Relations, etc. and meets regularly with supervisors regarding all aspects of program operations, including but not limited to matters pertaining to program staff and other confidential matters.
Participates in management team meetings; assists Senior Leadership with new initiatives and projects and in seeking funding sources; assists in fulfilling monthly, quarterly, and annual reporting requirements; shares in fulfilling critical responsibilities of Program Directors when absent from program.
Lead all Infectious Disease related protocols and procedures as mandated by the city and state within residential treatment programs with staff, residents, vendors, providers, and family members.
Provide leadership, education and guidance to program staff, residents, vendors, providers, and family members as it relates to Infectious Disease, such as COVID-19.
Operates independently.
Supervision/Staff
Provides direct supervision and documentation to assigned staff, including but not limited to the residential Program Directors.
Develops and implements operations protocols creating a comprehensive and coordinated delivery of substance use disorder services.
Develops/maintains an organizational culture that fosters staff professional development and provides adequate supervision and support.
Facilitates healthy team development and skill building integral to the delivery of services.
Ensures program's compliance with performance evaluation schedules. Responsible for assessing training needs of staff in order to develop planned comprehensive staff training programs.
Oversees recruitment, hiring, performance evaluation, promotion, and termination of all program staff.
Leads investigations and makes recommendations and personnel decisions regarding program staff, including but not limited to promotion, transfer and assignment of staff, and imposition of discipline.
Supervises process improvement activities and maintains appropriate deadlines for said activities.
Represents management in grievance and arbitration process, including but not limited to hearing and adjusting grievances, and attending grievance and arbitration hearings. Recommends reviews and assists in creation of proposals for collective bargaining on behalf of the program and may attend and participate in collective bargaining as management representative.
Participates in and provides On Call coverage, by cell phone, to the program(s) as scheduled.
Fiscal and Revenue Responsibilities
Meets with Recovery Services Bureau Administrator and Fiscal Administrator to review budgets several times per year.
Acts as primary liaison to revenue & fiscal departments as well as third party payers, vendors, and other funders.
Manages all program funding including state contracts, grants and other external funding.
Meets with the Director of Revenue to maximize third party billing and maintain compliance with contractual obligations.
Assists in the development and implementation of long-term sustainability plans for current federally and state funded. This involves grant writing, management, and reporting.
Responsible for orientation, ongoing training, and compliance of program staff to all practices related to compliance to billing and budgetary matters.
Responsible for submitting reports relating to billing and fiscal matters in a timely manner.
Clinical Responsibilities
Ensures program clients are provided with comprehensive health, mental health, case management and substance use disorder treatment.
Provides clinical consultation for program staff including the Program Directors, Clinical
Directors/Managers, case managers, clinicians, admissions department, direct care staff, etc. including risk assessments, mandated reporting, etc.
In collaboration with Senior Management Team, develops quality improvement plans to ensure safety and enhance clinical services, case management and programming.
Provides support to staff and clients including crisis management and milieu management.
Community and BPHC Partners
Establishes new partnerships, linkages, and program collaborations with community partners.
Serves as a primary liaison with Boston Health Care for the Homeless medical team.
Works closely with the BPHC Service Centers and across the agency to fulfill the mission statement.
Performs other duties as required.
