Reports to: Property Management Officer

Functions Supervised: None

Primary Functions: Manage Alaska USA builder approval process and oversee post-closing construction draw process and repair escrows.

Duties and Responsibilities:

  • Maintain a current list of approved builders.

  • Review new builder application packages for compliance with Alaska USA approved-builder requirements; submit qualified builders' application packages to Finance Committee for review and final approval.

  • Coordinate distribution of construction draws, including inspections and title updates (when necessary) on construction and renovation loans.

  • Maintain draw records in loan origination system.

  • Communicate with members and builders regarding project completion expectations.

  • Process requests for extensions to the construction phase upon request from member and/or builder.

  • Oversee repair holdbacks for closed loans; maintain communication with members to ensure timely completion of work requirements.

  • Assist with training Production and Operations staff on construction loan products and procedures.

  • Maintain current general knowledge of mortgage lending policies, procedures, guidelines, and regulations.

  • Other duties as assigned.


Education: High school graduate or equivalent.

Creditable Experience in Lieu of Education: Not applicable.

3 years experience in a construction related field. Working knowledge of construction project management for full new-builds and renovation projects. Strong written and verbal communication skills. This position will require the employee to become Federally Registered through the NMLS per the S.A.F.E. Act. NMLS Federal Registration will be sponsored by Alaska USA Federal Credit Union.

GCI's Construction Manager II is responsible for leading multiple concurrent projects from conceptual development through final construction following project management methodology. Supporting the Project Management Office (PMO) within Network Services; a wide variety of projects and ensuring projects are completed on schedule and within budget. Required to coordinate materials, equipment, teams, and manage contractors. Essential Duties of All Levels in the Position: * Work within a disciplined team within the company's business unit/groups * Develop and maintain project, budgets, schedules * Define and create project scope of work, bill of materials, and participate in procurement of materials * Manage Contractors, outside consultants and coordinate with agencies and property owners * Determine and coordinate material and necessary equipment for project scope * Maintain and ensure complete documentation of projects. Knowledge, Skills, and Abilities: * Knowledgeable of applicable state, federal and local codes and regulations pertaining to design, construction and maintenance of wireless communications facilities. * Excellent verbal and written communication skills. * Ability to: effectively relay technical information/concepts, verbally and in writing, to customers, contractors, utilities, and departmental personnel with varying degrees of technical knowledge; translate information in drawings, blueprints, specifications, spreadsheets, as-builds, etc. to others; must be comfortable speaking in public and group settings. * Demonstrated ability to administer contracts; evaluate work in progress; manage and direct craft personnel/contractors; coordinate with and maintain amiable working relationships with customers, contractors, utilities, enforcement agencies, general public, and other departmental personnel. * Proficient with Microsoft Office package and spreadsheets, word processing, email, some database; ability to utilize/comprehend Computer Aided Drafting computer system products * Leadership - ability to lead, manage, and work within a team and set the vision effectively * Negotiation - ability to seek and resolve conflicts for win-win scenarios * Scheduling - manage project scheduling * Cost Control - critical, to ensure project delivery is within cost constraints and managing project finances intelligently. * Demonstrated Risk, Contract, Quality, and Task Management * Communication and Meetings Management Additional Job Requirements: This is a mid-level position requiring the ability to work independently while performing moderately complex and diverse duties under deadlines and operating constraints. Must be capable of performing the role of "Project Manager for smaller, less complex projects. Must have a comprehensive understanding of company operations, functions, and business philosophy. Requires ability to make and implement routine operational decisions. Manage a wide variety projects, ensuring all targets and requirements are met and projects are completed on schedule and within budget. Essential Duties for this position: * Contract and manage outside consultants and contractors. * Create project scope of work (SOW) & bill of materials (BOM) and oversee procurement of materials * Develop and maintain project budgets. * Develop and maintain project schedules, including traditional Gantt and PERT charts, etc. * Support and define project scopes with internal and external customers and oversee and participate in procurement of materials * Ensure complete documentation of projects. Minimum qualifications: * A minimum of two years professional experience to include project management, developing project budgets and schedules is required; experience in the telecommunications industry is preferred. * Logistical and procurement experience is highly desirable. * High school diploma or equivalent required. * Bachelor of Science in Engineering, Management, Business, Telecommunications or related field is required. * Or a combination of relevant work and/or education sufficient to perform the duties of the job may be substituted for the degree on a year for year basis. * Certifications: Industry specific certifications are highly valued and may contribute toward education. * Certified Construction Management (CCM) or Project Management Professional (PMP) certifications highly valued Physical Requirements: Physical effort may include stooping, kneeling, touching, feeling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, talking, hearing, and repetitive motions. Ability to utilize a computer monitor throughout the course of a normal workday, perform repetitive keyboarding activities and operate general office equipment. Ability to lift and carry up to 20 lbs. Working Conditions: Majority of work is performed in Anchorage with projects both in and out of town. Position requires travel to remote locations (which may include traveling in small aircraft) in Alaska for site surveys, meetings and contract management/inspection purposes. Drug Testing: Participation in a DOT or non-DOT drug and alcohol testing program may be required to satisfy conditions of a contract or proposed contract with a business partner or client. This includes: pre-employment, random, reasonable suspicion, post-accident, return to duty, and follow-up testing. Due to business needs employees may be contacted outside of the normal business hours to respond to the immediate emergency. You will be requested to provide an emergency after hours contact numbers. Driving Requirements (if applicable): Must possess and maintain a valid driver's license, proof of insurance, and a satisfactory driving record. Must be able to drive, as use of personal vehicle for transportation between various company facilities is required. Must be able to drive when in remote communities and operate ATV-style vehicles if necessary.
