JOB SUMMARY

UConn's Office of the Vice President for Research (OVPR) seeks a Research Security Analyst (University Staff Professional 1) to enhance research security for UConn Storrs, UConn Health, and regional campuses.

The Research Security Analyst in the Office of the Vice President for Research will provide support and guidance in multiple areas including insider threat analysis and education, external threat analysis, and report preparation to external agencies, policy creation and documentation alongside other research program activities.

DUTIES AND RESPONSIBILITIES

  • Serves as an analyst on the Insider Threat Hub, supporting the Insider Threat Program.

  • Leads educational requirements around research security and Insider Threat.

  • Conducts outreach to investigators and labs to proactively work with labs to ensure a culture of compliance.

  • Performs analysis of requirements associated with the research security program including the synthesis of requirements associated with meeting the audit requirements for CMMC (Cybersecurity Maturity Model Certification and NSPM-33 (National Security Presidential Memorandum) as well as physical and cybersecurity requirements associated with Data Use Agreements.

  • Responsible for the management and analysis of Technology Control and Security Plans (TCSP).

  • Support Classified Research Activities including facilitation of personnel clearances including initial submission, periodic reinvestigations, and foreign travel reporting and education.

  • Facilitates personnel clearances including initial submission, periodic reinvestigations, and foreign travel reporting and education, and performs related duties in support of the Classified Research Activities.

  • Contributes to the creation of Standard Operating Procedures and processes related to the support of secure research.

  • Supports other areas of research security including Export Control, EAR/ITAR, Controlled Unclassified Information (CUI), Controlled Technical Information (CTI), and other physical and data security regulations that might apply.

  • Assist with Facility Security Officer, and other related duties as required.

MINIMUM QUALIFICATIONS

  • Advanced degree (PhD, JD, MA, MS) and 3 to 4 years of related experience, or equivalent combination of education and experience.

  • Extensive knowledge of compliance principles and regulatory requirements that impact research in the areas of science and technology.

  • Extensive knowledge of NSMP-33 requirements and NIST standards.

PREFERRED QUALIFICATIONS

  • Experience in a higher education institution is highly desirable.

  • Familiarity with cyber, government, and industry security regulations, such as NISPOM (National Industrial Security Program Operating Manual) and other relevant standards.

  • Proven experience in conducting risk assessments and implementing mitigation strategies.

  • Completion of relevant FSO training courses, such as those provided by the Defense Counterintelligence and Security Agency (DCSA).

  • Understanding of research compliance issues, including export control regulations, controlled unclassified information (CUI), and other relevant policies.

  • Experience working with faculty, researchers, and students to understand and address their specific security needs without hindering academic freedom and innovation.
