Preferred Qualifications Position Summary

The Research Professional III (RP III) position will lead large consulting projects, conduct organization development research, consultation, technical assistance, and assessment and evaluation projects. This position will fulfill a wide range of responsibilities related to providing consultation services. Foundational responsibilities include serving as project manager for the consulting team, overseeing the project design process, managing data collection, determining appropriate personnel for project teams, setting and monitoring appropriate project timelines and milestones, communicating with clients, approving project plans, and developing reporting guidelines and data visualization standards for each project. Additionally, this position will be responsible for quality assurance and quality control for most consulting projects. The RP III position actively participates in and supports the division's research and consulting projects by ensuring the quality of data collection, analysis, and reporting by providing technical assistance to clients. Key activities for the RP III position include directing, planning, and fulfilling specific portions of research and consulting projects in collaboration with others. Drafting, finalizing, delivering, and presenting of project findings and reports to clients are fundamentals of this position. Identifying and meeting with potential clients (agency directors, state officials, state employees, and others) to discuss organization development projects, research methods, data collection, and project management is also an essential function of this position. Additional duties may include hiring, training, supervising, and evaluating graduate research assistants, student workers, and temporary personnel.

Knowledge, Skills, Abilities and/or Competencies

  • Managing organization change projects in the Government Services and Research Division.

  • Work closely with faculty and staff to assess client needs, develop and present project proposals, generate and analyze data, determine findings, and write reports for state agency projects and other applied research projects.

  • Possess significant prior experience leading a project team and managing large-scale projects, deliverables, and timelines with external clients.

  • Superb customer service skills.

  • Able to work independently.

  • Flexible and willing to travel around the state occasionally.

  • Knowledgeable of project management and organization development practices.

  • Comfortable with high levels of ambiguity; and capable of drafting project reports from multiple data sources.

  • Strong Microsoft Office Suite skills and experience writing reports, documenting processes and developing workflow diagrams.

  • Possess a high-level of soft skills and comfortable in various situations as they will interact with elected officials, agency leaders, citizens, and other community stakeholders on a regular basis.

  • Solid writing skills and the ability to conceptualize a processes and pay attention to detail.

Physical Demands

  • Sitting at a computer for long lengths of time.

  • Occasional lifting of boxes and equipment (e.g. 25 pounds); walking between rooms and/or standing for hours at a time.

  • Some in-state travel.

  • Driving as needed to perform job duties.

  • Manage the proposal and research design process for client-based organization development research projects, including: communicating with potential clients to assess needs and scope of consulting projects.

  • Manage the internal research design process, including determining the appropriate consulting team, directing and conducting background research, and facilitating the consulting team to determine the most appropriate methodological approach for the proposed consulting effort.

  • Develop project proposals, including the scope of work, timeline, and cost estimates for survey assigned projects.

Percentage of time 35 Duties/Responsibilities

  • Serve as project manager and client contact for assigned consulting and technical assistance projects.

  • Manage project plans, data collection, and determine appropriate project team participants.

  • Set and monitor appropriate project timelines and milestones, regularly communicate project statuses and update clients.

  • Ensure data quality and assist data analysis as needed.

  • Conduct interviews and focus groups on matters related to proposal development and data collection.

Percentage of time 35 Duties/Responsibilities

  • Determines appropriate reporting deliverables and manages the production of reporting products.

  • Designs, oversees, and assists with data visualizations, project and technical assistance report development. Prepares presentations of reports and findings for clients.

  • Prepares and presents findings and results at professional meetings.

  • Produces white papers and articles related to processes and findings, as allowed by clients.
