This is a Research Professional 3 (RP3) position at the Institute of Social and Economic Research, specifically for work with the Center for Alaska Education Policy Research (CAEPR) and the Center for Behavioral Health Research and Services (CBHRS). ISER enhances the well-being of Alaskans and others, through non-partisan research that helps people understand social and economic systems and supports informed public and private decision-making. CAEPR is an education policy research unit and clearinghouse for education-related research at ISER.The Center for Behavioral Health Research and Services (CBHRS) is a research center that provides scientific expertise, partnerships, and resources to promote health and improve health outcomes for communities and individuals across the lifespan.

CBHRS' multi-disciplinary team of scientists, research associates, and students engage in research, evaluation, and training that addresses the most pressing community health problems both within and outside of Alaska. Under direction of CAEPR and CBHRS PI(s), the RP3 will manage all aspects of one or multiple research projects of medium to high complexity.

API operates as Alaska's only state-owned, 24-hour, 7-day a week, acute care psychiatric hospital that provides: * Short-term, in-patient, psychiatric care for patients whose needs are so great or complex that an appropriate level of care cannot be provided in their home town or community and * Longer – term care for highly complex or high-security needs patients. We are seeking an organized professional with strategic and critical thinking skills to take responsibility for the coordination and implementation of ongoing activities as they relate to Policy, Planning, and Regulatory Compliance, hospital restructuring, hospital communications, program monitoring and evaluation. This Project Assistant serves as a special assistant to the hospital CEO, providing an active role in division policy and program development, working closely with hospital Senior Management in developing short-term and long-term plans for ongoing initiatives that support the hospital's mission, vision, and values. Responsibilities include but are not limited to: * Special Assistant to API CEO * Policy and program development * Develops long-term and short term plans for ongoing initiatives * Develops processes and programs to ensure organization-wide compliance with applicable laws and standards * Works with senior managers to provide opportunities for collaboration that lead to system standardization * Organizes and manages hospital restructuring program * Coordinates comprehensive review and re-write of hospital Policies and Procedures (P&Ps) as a result of reorganization * Develops and manages hospital communications plan * Participates in monthly hospital wide CEO updates * Creates and distributes hospital newsletter, monthly The applicant is required to submit a cover letter explaining in detail how you embody the knowledge, skills, and abilities listed below and skills to perform the responsibilities listed above for this position in order to qualify for an interview. Knowledge, Skills, and Abilities: * Considerable knowledge of principles, techniques, and methods used in program development, planning, leadership, oversight, resource control, and assessment * Considerable knowledge of federal, state, and local program administration, policies, procedures, and requirements impacts on programs * Working knowledge of long and short-term strategic planning * Ability to multi-task effectively and coordinate multiple program components and support activities * Ability to interpret state and deferral statutes, regulations, policies and procedures * Experience establishing a vision, setting goals, and formulating operational plans to accomplish goals * Experience working with and interpreting accreditation standards and CMS regulations * Excellent oral and written communication skills, including experience in public speaking with an ability to effectively communicate with people of different backgrounds, ages, and levels of education * Experience maintaining confidentiality when dealing with sensitive issues and data * Experience providing expertise and technical assistance to others * Competence with Microsoft software applications and also knowledge in data management, and creating graphs, and charts * Ability and experience understanding hospital administrative processes * Ability to prioritize and manage multiple tasks and meet deadlines This position is subject to the successful completion of a criminal background check and fingerprinting To view the general description and example duties for a Project Assistant please go to the following link: A bachelor's degree from an accredited college or university in any field. AND EITHER One year of technical experience where the primary purpose of the job is to perform research and/or data interpretation and apply and disseminate technical, statutory and regulatory requirements for agency use or to the public. OR One year of technical experience in community development, research, social services, economics, public administration, planning, or a closely related field. OR SUBSTITUTION: Five years in any combination of post-secondary education and technical experience where the primary purpose of the job is to perform research and/or data analysis, interpret, explain, and apply statutory and regulatory requirements, and disseminate technical information for agency use or to the public. (3 semester or 4 quarter hours of post-secondary education are equal to one month of experience).
