Overview

Under general supervision manages key operational component of a project. Works with some autonomy but with the oversight of a project manager or project director.

Responsibilities

  • Assists with the development of the technical approach for the study; or leads the development of the technical approach for discrete research activities within larger projects. Has considerable latitude in some areas. This may involve working with project staff to design forms, procedures, and prepare timelines.

  • May be asked to recruit staff for the operation. Prepares procedural manuals and other materials to document the operation. Conducts staff trainings.

  • Directs activities of research assistants and clerks. Assists with performance evaluation of staff.

  • Has direct client contact on various issues related to the operational area. Works with professional staff from other organizations (participants, collaborators, PIs) as needed to accomplish task.

  • Collaborates with other project areas as needed to accomplish assignment, such as the TRC, or lab.

  • Monitors production of the activities within the operational area. Produces regular data reports and projections.

  • Directs and reviews the quality of the work of subcontractor and vendor staff as needed.

  • Provides input to programming staff for the development or enhancement of study management systems and other data collection and operations applications.

  • Meets with project manager and other project staff regularly. Provides information to assist the project manager to track costs. Alerts project manager when problems arise or issues affecting budget or schedule arise.

  • Develops and maintains documentation for the operational area. Documents circumstances during data collection that may impact data quality.

  • Contributes to or leads monthly technical project reports.

  • Performs additional duties as required.

Qualifications

  • Excellent organization and verbal and written communication skills required.

  • Masters in public health or related field, and at least two years of relevant research experience.

This position requires a combination of experience and specific skills: excellent organizational skills; ability to manage multiple priorities in a fast-paced environment; outstanding verbal and written communication as well as interpersonal and relationship-building skills; ability to prioritize tasks and focus on details; and the ability to work both independently and in a team environment with a diverse group of technical and non-technical staff. DUTIES * Support division's proposal operations, utilizing database-driven tracking systems, and provide reports to management as needed on YTD activities, win rates, etc. * Demonstrate leadership in bringing innovative solutions to proposal challenges. * Maintain a strong client focus and develop an eye for business opportunities (i.e. exploring/evaluating existing and new opportunities) in day-to-day activities. * Promote business unit's technical capabilities to internal and external clients through capture, pre-proposal and/or proposal contacts. * Monitor new RFPs for possible leadership or participation opportunities. * Serve as point of contact for assignments related to proposals, ballparks, capture teams and other business development activities. * Participate in opportunity tracking, identifying new clients and potential business opportunities. * Vet potential partners. * Train and guide staff in use of the Salesforce online tool for tracking opportunities and submitting proposal (B&P) requests. * Aid staff in support of technical and business proposals, including guidance on processes, resources, relevant boilerplate text, past performance examples, etc. * Assist in troubleshooting proposal issues for internal clients. * Develop proposal tools, best practices documents, marketing materials, and boilerplate text. * Assume complex pre-proposal and proposal assignments. QUALIFICATIONS Required * BA/BS in English, Communications/Marketing or related field with 8 years of experience or MS and 6 years of experience * Proficiency with MS Office tools, (i.e., MS Word, Outlook, PowerPoint, Excel, Visio, etc.). * Interest and experience with current computing technologies * Experience editing professional and business documents * Demonstrated experience with proposal or RFP writing * Ability to manage multiple, simultaneous projects, and work under tight deadlines Writing samples to be provided upon request.
