The Governor's Office of Planning and Research (OPR) is recruiting to fill one (1) limited term Research Data Supervsor II position within the Planning and Climate Policy Branch. This is a 12-month limited term position which may be extended to 24 months and may become permanent.

Under the direction of the State Planning and Policy Department Executive Director, the Intergrated Climate and Resiliency Program (ICARP) Climate Services Program Manager will serve as lead to the (ICARP) Climate Services Team. The Integrated Climate Adaptation and Resiliency Program (ICARP), established through Senate Bill 246, is a critical component of California's strategy and leadership on climate adaptation and resilience. ICARP is charged with developing a cohesive and holistic response to the impacts of climate change by coordinating state and local adaptation efforts to advance implementation. Through the enabling legislation, ICARP is centrally focused on efforts that advance climate equity and support integrated climate strategies, or those strategies that benefit both gashouse reductions and adaptation.

The ICARP Climate Services Program Manager will oversee the analytical data research and administrative work of staff responsible for the development of existing and new climate service resources, including the Adaptation Clearinghouse, new visualizations on Cal-Adapt, and development of the Vulnerable Communities platform, as well as coordinate technical assistance resources, policy and science guidance, and state climate science coordination through a Science Advisory Group, to advance Council priorities and meet local implementation needs.

Working Conditions

The positions at OPR may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code Section 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the OPR Telework Policy and/or future program need.

All OPR employees must reside in California upon appointment.

OPR is located in Sacramento, directly across from the State Capitol.

Requires being in a stationary position, consistent with office work, for extended periods.

Standard office environment (artificial lighting, controlled temperature, etc.).

Daily use of personal computer, office equipment, and/or telephone.

Occasional overnight travel up to 15% may be required.

The Office of Planning and Research (OPR) serves the Governor and his Cabinet as staff for long-range planning and research and constitutes the comprehensive state planning agency. OPR assists the Governor and the Administration in planning, research, policy development, and legislative analysis.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Strong scientific understanding of risk, risk management, and disaster recovery, particularly related to climate change, climate adaptation, and social vulnerability.

  • Experience with and deep knowledge of interdisciplinary climate impacts and adaptation science, especially in an applied research context and utilizing science communication and outreach in conjunction with data analysis and visualization.

  • Experience in analysis and synthesis of quantitative and qualitative data, and in supervising projects and teams using a wide range of data sources.

  • Experience managing collaborative projects and interdisciplinary teams, supporting policy and decision making, and outreach/engagement with NGO/CBO partners.

  • Commitment to high ethical standards, integrity, and professionalism.

  • Academic training and/or professional experience in policy or scientific disciplines and demonstrated history of interdisciplinary collaboration and project experience.

  • Master's degree in relevant field, PhD preferred.
