Job Description and Duties
Under general direction of the Staff Services Manager ll in the IST Program Data Section, the Research Data Specialist l will work independently on specialized and complex projects in areas such as Jail-Based Competency Treatment Programs, the Admission, Evaluation, & Stabilization Center, Community-Based Restoration Program, Early Access & Stabilization Services, and Community Inpatient Program data, as well as serve as lead on team initiatives for program evaluation, process improvements, new research inquiries, and system innovation. Project areas will include developing and refining methodologies for initial data collection, data cleaning, and ongoing reconciliation for reports issued on a weekly, monthly, semi-annual, and annual basis; conducting research involving patient data and preparing formal reports and presentations to management; preparing program efficacy analyses and feasibility studies to assist program management efforts and inform contracting decisions. The incumbent will regularly conduct extensive statistical analyses utilizing descriptive and inferential statistical methods. Findings will be used to provide credible, evidence-based arguments and recommendations to support various Department proposals, and to formulate data-driven responses to internal and external entities. Research projects require collaboration and coordination with county partners, Sacramento-based staff, contractors and external stakeholders.
This function requires advanced use of Microsoft Excel, Power Pivot, Access, Visio, Word; intermediate use of SAS Enterprise Guide, Tableau Software.

Working Conditions
This position is physically located in Sacramento and is currently offered with the potential for a hybrid work environment. Consistent with Policy Directive 5338, Telework may be considered with prior approval from management. If approved, incumbent is expected to report to work at the Allenby building at least twice per week, as directed by their supervisor. Travel throughout California site visits, including overnight travel, to DSH partnered treatment facilities will be required with prior notice.
Minimal travel (5%) may be required.
DSH-Sacramento is located at a new 11 floor high rise building.
