SALARY: Salary Range: $62,550.00 - $107,530.00 Annually

CLASS DESCRIPTION:

The Baltimore City Health Department's STD Prevention & Acute Communicable Disease (ACD) Program has expanded its programs over time requiring additional research support to meet the Bureau's data management, analysis, and maintenance requirements as well as to maintain data and surveillance quality improvement and assurance. This position is responsible for conducting active and passive surveillance activities for Hepatitis A (HAV), Hepatitis B virus (HBV), and Hepatitis C virus (HCV). The additional duties of the Hepatitis epidemiologist will be utilizing multiple software tools (SAS, ArcGIS, MS Excel, etc.) to perform data linkages and analysis.

ESSENTIAL DUTIES:

  • Identify and investigate possible HBV and HCV associated laboratory tests that identify possible new infections or questionable laboratory results.

  • Work with and assist communicable disease nurses to complete case reports and conduct patient investigations.

  • Review, classify and close completed Hepatitis C cases.

  • Develop, implement, and maintain plan to rapidly detect and respond to outbreaks of hepatitis A, acute hepatitis B, and acute hepatitis C

  • Systematically collect, analyze, interpret, and disseminate data to characterize trends and implement public health interventions for hepatitis A, acute hepatitis B, and acute and chronic hepatitis C

  • Improved monitoring of burden of disease and trends chronic hepatitis C

  • Conduct case investigations on perinatal HCV cases.

  • Assist with presentations regarding HBV and HCV basic epidemiological information.

  • Analyze basic surveillance data using SAS, Microsoft Excel, and ArcGIS.

  • Provide project coordination to the Hepatitis Elimination Planning Project in the areas of viral hepatitis surveillance, outbreak response, and laboratory reporting improvement.

  • Other assigned duties from the Acute Communicable Disease Supervisor and/or Director

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of epidemiologic research methodology, epidemiologic data collection procedures, epidemiologic study design, descriptive and inferential statistics.

  • Knowledge of the principles and practices of the biomedical sciences and public health.

  • Knowledge of the objectives, scope, and functions of Federal, State and local health laws and regulations that apply to public health.

  • Knowledge of interviewing and investigating techniques used in the epidemiology of human disease, of the methods and practices for the control of human disease and of the causes and sources of contagion of communicable human disease.

  • Ability to apply advanced epidemiologic principles and methods in analysis of health data.

  • Ability to direct epidemiologic investigations or studies.

  • Ability to understand technical and administrative problems and constraints involved in formulating disease control or prevention recommendations.

  • Ability to evaluate and interpret epidemiological and statistical data.

  • Ability to prepare and present reports and recommendations clearly and concisely, both orally and in writing.

  • Ability to exercise initiative, imagination, resourcefulness and sound judgment.

EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION: Have a master's degree from an accredited college or university in public health, epidemiology, biostatistics or a related field.

AND

EXPERIENCE: Have two years of experience in epidemiology or a related area.

OR

NOTES(EQUIVALENCIES): Have an equivalent combination of education and experience.

This is a grant funded two-year position.
