IMPAQ International, LLC is a public policy research firm that drives value by utilizing innovative thinking and rigorous approaches to improve our clients' policies and programs, delivering meaningful, real world impact. IMPAQ's Health Division works to increase the quality and value of U.S. healthcare. We collaborate with clients to design, implement, evaluate and refine health delivery policies, programs and systems. IMPAQ is seeking full-time Research Associate to conduct policy-related research and evaluation studies in the areas of domestic health, including such topic areas as health care reimbursement, value-based purchasing, quality measurement, pharmacoeconomics, long-term care, and patient reported outcomes.

Applicants must be currently authorized to work in the U.S. on a full-time basis. Employment-based visa sponsorship (including H-1B sponsorship) is not available for this position.

Responsibilities

  • Researching and supporting innovative delivery and financing approaches intended to improve quality of care, patient satisfaction, and health care efficiency;

  • Develop, test and validate quality measures;

  • Collecting and analyzing large data sets;

  • Performing policy implementation, analysis and evaluation;

  • Apply advanced analytic techniques, including machine learning and text analytics, to large scale data sets;

  • Perform empirical and statistical analysis using econometric principles;

  • Conceptualize economic problems and design and implement appropriate research methodologies with statistical and quantitative techniques;

  • Writing technical reports and proposals;

  • Making presentations to government clients; and

  • Supervising and mentoring junior research staff.

Qualifications

  • Ph.D. (or other advanced degree) in economics, public policy, or a related social science field;

  • Previous work experience conducting applied policy research for federal or state agencies;

  • Knowledge of the U.S. healthcare system, including Medicare and Medicaid policies and payment systems;

  • Strong quantitative and qualitative skills;

  • Experience manipulating and analyzing data using statistical software such as SAS (preferred), Stata or R;

  • Experience conducting mixed-methods evaluation;

  • Experience and knowledge of experimental and quasi-experimental design;

  • Demonstrated ability to communicate complex technical material orally and in writing to non-academic audiences; and

  • Excellent written and oral communication skills and strong interest in working in a collaborative environment.

Final review required for some phases of projects. * Experience working with very large data collection team projectsand managing full research teams, including staff that consist of research assistants, research associates, data analyst and lab technicians. * Experience workingwith KPNC regional multi-site field research projects and clinical research studies including in-person research exams and online surveys. * Experiencecoordinating blood collection and biobank specimens, data collection activities, such as administration ofresearch questionnaires and collection of body measurements., patient interviews; data quality control; preparation of budgets; hiring, training, evaluating and supervising research staff; conducting data analysis; preparing grant applications * Based primarily in chronic disease epidemiology (obesity, cardiovascular disease, and diabetes in women). Essential Functions: * Manages all or most of the research study components and phases. Manages staff to include: hiring, training, evaluating performance and assigning work. Designs, implements and interprets findings of pilot programs. * Identifies and oversees preparation of study tools and protocols. Prepares/presents progress reports as well as assists in writing scientific articles. Manages project budget; recommends budget actions/decisions. Supervises and monitors data collection, data editing and on-site pretests. Recommends solutions to project design problems. Leads professional committees with other coordinators, investigators, etc. * Kaiser Permanente conducts compensation reviews of positions on a routine basis. Basic Qualifications: Experience * Minimum five (5) years of experience in one or more of the technical areas required. Additional Requirements: * Strong working knowledge of research methodology/research study design, hypothesis testing and qualitative data interpretation and application. * Excellent knowledge of computer applications, such as word processing, spreadsheet design, and database applications. * Able to create flow charts, chart review instruments, design questionnaires, interpret data. Project management skills required. * Knowledge of medical terminology. * Must be able to work in a Labor/Management Partnership environment.
