"The Research Assistant (RA) will be involved with Prof Wendy W Fok in the project, Accessing Open Innovation in the formation of urban citizenship, through maintaining and administering the web and digital platform. The RA will also be working closely with Prof Fok on contacting various private and public parties within New York city to dive deeply on finding out this data, and potentially working with city officials to learn more about the social impact of how open innovation is applied as a design strategy in running a city. Students with Design, Policy, Architecture, Economics and Law interests are encouraged to apply. "

Accessing Open Innovation in the formation of urban citizenship

Exploring the access of information, both in the digital and physical scope of the urban space, the crux of the research will include finding opportunities of ownership of information in the digital arena and how that same data and analysis applies to the integration of the operation of cities, and how designers, policy makers, and urban economists apply this information to operate and run a city. Largely focusing on the social impact and ownership of information that is distributed amongst the various private and public players within New York, as the target city, the scope of research will also expand to various larger cities in Europe, Asia, and potentially Central/South America. The finished and work in progress data and analysis will be reported through an open source website, whereby the data and gathered information will be publicly available, with approval by Parsons, School of Design Strategies.

(Those who previously applied need not re-apply) Position Summary: The New York City school system is the largest in the country, consisting of approximately 1.1 million students, and 75,000+ teachers in over 1,800 schools. The Office of Assessment (OA) supports the DOE's continuing efforts to prepare students for college and career readiness through its focus on effective assessment implementation, exam validity, and equity and access. The Data Analytics, Research, and Innovation team is responsible for using data analytics to support assessment implementation and the development of innovative processes, programs, and policies for summative exams administered in NYCDOE schools. The team – together with the broader Office of Assessment – oversees the data analytics, data modeling, data tools, data capture, tracking and reporting, and assessment research and innovation for a suite of testing programs, including programs for the Specialized High Schools Admissions Test, the NYC Gifted and Talented Assessment, the Regents, the New York State Grades 3-8 ELA and Math exams, and the NYC World Language Exams. The Research Associate will design and implement data-driven research to enhance current assessment programs and adapt them for the future in the interest of advancing equity for NYC students and schools. The research analyst will also support current program implementation with the production of program data files and strategic and ad hoc data analyses, including working with all team-created data tools, models, reports, and analyses. The Research Associate will develop deep program knowledge of assessments administered in NYC and will work closely with all members of the Data Analytics, Research, and Innovation team. The Research Associate's work will be critical both to ensure smooth program implementation and improvement and to develop assessment strategy and policy to best serve NYCDOE schools and students. Performs related work. Reports to: Director, Data Analytics, Research, and Innovation, OA Direct Reports: N/A Key Relationships: Work closely with other team members and the Director of the Data Analytics, Research, and Innovation team, in addition to all other Office of Assessment teams. Establishes key relationships in other offices, including the Research and Policy Support Group (RPSG), Office of Academic Policy and Systems (OAPS), Office of Data Management (ODM), Division of Instructional and Information Technology (DIIT), and various other offices, in addition to representatives from Borough/Citywide Offices and schools. Responsibilities Research and Data Analysis * Design and implement research projects to inform assessment program enhancements and to inform programs like EduStat that are designed to use targeted data to improve schools and student outcomes. * Manage the development and implementation of a research agenda to inform assessment policy development and advocacy with a focus on advancing equity. * Conduct and utilize analytics to evaluate current processes, programs, and policies in order to assess program implementation and inform assessment policy initiatives and program improvements. * Implement all aspects of research and data projects, including developing targeted research questions, data collection, data analysis through both descriptive statistics as well as more advanced statistical modeling, and synthesis of results and evidence. * Interpret data analyses and use these interpretations to identify actionable policy recommendations to advance equity at both the school and central levels. * Oversee completion reporting for key assessment programs' operational milestones to monitor progress in meeting benchmarks and communicate progress to internal stakeholders. * Lead the standardization of completion reports of operational milestones across the Office of Assessment's portfolio of exam programs. * Create and maintain data files required for program implementation of the Office of Assessment's portfolio of assessment programs. * Conduct quality review of data files and systems to ensure that they are ready for hand-off to teams both within OA and across the DOE. * Support the creation of a standardized system for NYC assessment data to make data available and accessible for team members and other constituents, including programs like EduStat. * Respond to ad hoc internal data requests from internal program teams; support the Director in reviewing and responding to NYCDOE and external data requests and inquiries. * Develop knowledge of various types and sources of student, school, and staff data across the NYCDOE and their appropriateness for and utility to NYCDOE assessment programs. Project Management and Communications * Work closely with program staff to ensure that research results inform program practice and program practices inform research design. * Ensure balance of research and action by turning data into program plans with clear goals and milestones. * Develop, use, and implement project plans for key assessment research initiatives and data analytics to ensure that project goals and objectives are met. * Support the Director in the project planning and implementation necessary for program effectiveness. * Document current research projects, including methods, implementation, and outcomes, and adapt these projects as necessary, to ensure continuous improvement. * Document exam programs' use cases and needs to support the design and development of solutions for logistics management and reporting. * Create documentation of data and process for internal and external users. * Draft and advise on written and verbal data analysis and research reports, memos, and policy briefs for OA and DOE leadership, which may be confidential in nature, to drive the decision-making process and inform continuous improvement across the team. * Communicate with stakeholders to gather feedback on various aspects of assessment programs, (e.g., processes, trainings, systems). Qualification Requirements: Minimum * A master's degree from an accredited college in education, guidance, educational administration and supervision, or a related field; or * A baccalaureate degree from an accredited college and one (1) year of full-time satisfactory professional experience in educational program administration, career or occupational program administration, or as a state certified or licensed teacher; or * A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization plus five (5) years of full-time, satisfactory professional experience in education administration in one or more of the areas listed in "2" above; or * A combination of education and/or experience which is equivalent to the requirements in "1," "2," and "3" above. However, all candidates must have at least an approved four-year high school diploma or its educational equivalent. Preferred * A master's degree in educational assessment, quantitative psychology, public policy, or another field related to the position. * Strong strategic thinking, analysis, and problem-solving skills. Ability to consider a large and complex problem, break it down into component parts, identify the key drivers/variables, and think through a solution. * Excellent analytical skills and experience gathering, analyzing, and interpreting data. Creative problem-solver with the ability to perform independent, thorough analysis. * Ability to organize and present information and figures in a clear, concise, and logical manner, both orally and in writing. * Experience providing constructive feedback to others on research and analytical work; receptive to and acts on feedback. * Experience working in the educational assessment field and knowledge of NYC, NYS, and/or national assessment policies, trends, and best practices. * 3+ years of research and data analysis experience. * Proficiency in database applications, such as SQL or Access. * Expertise/advanced proficiency with software for statistical analysis such as R, Stata, SAS, Python, etc. * Proficiency in Excel, including familiarity and comfort with all standard functions, nested formulas, pivot tables, data validation, and advanced formatting techniques. * Experience building strong, mutually beneficial relationships with other individuals and teams; sensitive to the needs of diverse constituents. * Ability to understand and communicate information and data to a variety of audiences and build strong relationships with diverse constituencies. * Attentive to detail, extremely organized, able to work under pressure, and able to meet frequent and changing deadlines. * Experience working with confidential data or information. * Experience managing the administration, development, and implementation of a product or program within a school, Borough/Citywide Office, or other organization. * Internal candidates preferred.
