The North Carolina Department of Administration (DOA) is seeking applicants for an Information & Communications Specialist I (Working Title: Research Analyst) for the NC Council for Women and Youth Involvement (NCCFW/YI). The NCCFW/YI seeks to advise the Governor, members of the legislature and state agencies on the status and needs of women, and to improve the state's response to domestic violence, family violence, dating violence, and sexual violence. NCCFW/YI also administers youth involvement programs to foster leadership opportunities for youth. This division administers federal and state appropriated dollars, state divorce filing fees, marriage license fees and approves the Batterer Intervention Programs. The division also administers the State of NC Internship Program, Students Against Destructive Decisions (SADD), and State Youth Councils.
This position allows the NCCW/YI to reach more citizens, potential partners, and thought leaders. The Research Analyst focuses on increasing NCCFW/YI's brand and ability to attract funding, volunteers, and media exposure.
Job duties include:
Publishing research, such as the Status of Women.
Analyzing and reconciling data/information for reports from different internal and external sources and interpreting findings.
Observing, monitoring, collecting, and recording data/information to assess accuracy, validity and integrity.
Conveying accurate information during all phases of research including data/information collection, processing, and reporting to individuals or groups.
Listening and responding appropriately to others to make information accessible
Preparing and/or making presentations suited to the needs of various audiences.
Coordinating special events in collaboration with state government, volunteers, and universities.
Contributing to preparation of publications, annual NCCW/YI reports, and other presentations of compiled results.
Developing statewide report showing statistical modeling and analysis results associated with NCCW/YI.
Maintaining relevant content for the NCCW/YI's listserv and social media accounts.
Knowledge, Skills and Abilities / Competencies
QUALIFIED APPLICANTS MUST SUBMIT AN APPLICATION THAT CLEARLY REFLECTS WORK EXPERIENCE THAT DEMONSTRATES THE FOLLOWING:
Demonstrated work experience developing reports showing statistical modeling and analysis results; tracking reports.
Knowledge of research principles and techniques of disseminating information to the public through a variety of news media.
Demonstrated work experience in conducting research and ability to develop public programs and policies within the state government and internet content based on that research.
Extremely computer literate and proficient in using MS software (Work, Excel, Publisher, Access and PowerPoint), email (Outlook), marketing automation platforms (MailChimp) and able to implement creative approaches with other internet tools/software.
Demonstrated work experience and in-depth knowledge of various social networking platforms, such as Facebook, Instagram, etc.
Excellent communication (verbal/writing) skills; experience writing, proofreading, and editing content for the internet.
Demonstrated work experience in information management, communications, survey development, and customer service.
Customer service skills and an understanding of the need for consistency, accountability, and organization due to tasks associated with the position.
Ability to guide projects from concept to completion, develop event ideas, coordinate logistics, and provide follow up.
Ability to synthesize complex information while maintaining attention to detail.
Comfortable with public speaking as this position is often required to present to various groups in the community as well as boards and commissions.
The ability to speak, read, and write in Spanish is a plus.
Experience with SharePoint and Drupal.
Tech savvy and ability to thrive in a fast-paced, high volume, deadline-driven environment.
Possessing a can-do attitude, high standards for all work products, and an entrepreneurial spirit.
Positive, outgoing, and confident with the ability to multi-task.

Valid NC Driver's License with acceptable driving record. Out of State Applicants must have valid Driver's License or acquire NC Driver's License within 60 days of hire. Candidate must present proof of a valid NC Driver's License and proof of an acceptable driving record.
Minimum Education and Experience Requirements
Bachelor's degree in communications, public relations, public affairs, journalism, English, or related field from an appropriately accredited institution; or an equivalent combination of education and experience.
