ManTech is currently seeking a Research Analyst for Mission, Cyber & Intelligence Solutions (MCIS) Group in our Washington, D.C. location. MCIS is a premiere provider of cyber security, systems engineering, program protection, and advanced technical solutions to the Intelligence, Defense, and Fed-Civ communities.

Position Overview:

The Contractor will support the federal administration of a diverse portfolio of non-DOE funded intelligence and intelligence-related projects within the Strategic Intelligence Partnership Program (SIPP). The contractor will serve as part of government team coordinating with various DOE field offices, laboratory program management staff, and project sponsor officials within the Intelligence Community (IC). The contractor, as part of the government team, will provide DOE field intelligence elements and IC departments and agencies with advice, detailed guidance and assistance regarding policies and procedures for requesting and conducting non-DOE funded intelligence and intelligence-related projects across the DOE complex. The contractor will serve as the point of contact for SIPP business administration within an assigned portfolio and ensure compliance with DOE and IC policies, procedures and guidance.

Specialized Analytical, Evaluation, and Client Services Intelligence Work (SIPP). The contractor shall provide intelligence and operational activities and specialized analytical, evaluation and client services in support of Strategic Intelligence Partnership Program (SIPP). Activities related to this task include but are not limited to, managing a diverse portfolio of non-DOE funded intelligence and intelligence-related work (SIPP) matters and deal directly with DOE field office, laboratory program management, and project sponsor officials within the IC; and provide DOE field intelligence elements, IC departments and agencies with advice, detailed guidance, and assistance with regard to Departmental policies and procedures for requesting and conducting SIPP.

Specific duties include:

The Contractor will assist in processing, review and approval of Interagency Agreements/ Interagency Acquisition, Statements of Work, Performance Work Statements, and/or Statements of Objectives, and associated funding documentation. This may include:

Providing DOE field intelligence elements, IC departments and agencies with advice, detailed guidance and assistance with regard to Departmental policies and procedures for requesting and conducting interagency intelligence work with the department. Serving as a DOE IN administrative authority on SIPP projects and maintain a current understanding of project activities to advise SIPP participants on status of work approved, issues between DOE and project sponsors, compliance with DOE policies, procedures and guidance. Act as a focal point for customer relations, meeting and dealing with SIPP participants to ensure issues are broached, negotiated, resolved and appropriate responses provided .Recommend appropriate, viable policies, strategies and procedures for approving and conducting SIPP activities.

Ensure assigned SIPP portfolio is in compliance with all policies and procedures. Use provided systems and tools for processing, tracking and monitoring SIPP activities. Work with Federal staff to ensure timely response to Interagency, Department, and Office requests for information, document review, and data calls. Support periodic program reviews, workshops, and meetings.

Required Skills:

  • Bachelor's Degree from an accredited university or college.

  • Five or more years of experience in federal procurement, acquisition or finance.

  • A working knowledge of the Department of Defense, the National Intelligence Community organizations and their functions.

  • Experience with federal acquisition processes and federal financial business practices, to include

  • Economy Act transaction and associated OMB and U.S. Treasury guidance relevant to interagency acquisitions.

  • Working knowledge of the principles of appropriation law.

  • Experience working in classified material preparation and handling at the TS/SCI level.

  • The ability to analyze information using disparate sources and tools and provide assessments based on the analysis for improvements and make recommendations.

  • The ability to communicate effectively orally and in a written format.

  • The ability to prepare a variety of recurring and special reports, briefings, and information papers, and to multi-task and respond to quick turn-around requirements.

  • Strong working ability to use all MS Office Suite applications, with an exceptional ability to use MS Excel.

  • The ability to work effectively with tact and discretion with federal and contractor management.

Clearance:

  • Must possess an active TS/SCI.
