Overview Join the HJF Team! HJF is seeking a Research Analyst II who researches complex issues, crafts possible solutions, and recommends actions.

The incumbent develops white papers and reports regarding global health security (GHS) and GHE activities and topics. This includes identifying gaps and providing recommendations in alignment with research findings. The incumbent will work as part of a team and will provide support in project conception, data collection, analysis, and development of recommendations.

The incumbent will utilize a quantitative/qualitative, rational basis for developing recommendations.

This position will be in support of the Uniformed Services University of the Health Sciences (USU) Center for Global Health Engagement (CGHE), a federal entity which works to lead, integrate and synchronize the University's contributions to Department of Defense (DoD) global health engagement (GHE) and national security objectives by providing a hub for GHE thought leadership and knowledge, strategic communications and outreach, operational support, research, and capability integration of education, training and planning. HJF provides direct scientific, technical and programmatic support services to CGHE.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike.

Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals. Responsibilities Reviews, analyzes, and develops strategic documents relevant to GHE, GHS, security cooperation, countering misinformation/disinformation in the health space, and other related topics.

Prepares briefing materials, white papers, and information papers for external audiences including key stakeholders such as DoD organizations/agencies, Congress, inter-agency, NGOs, and others. Develops and prepares country health briefs for senior leadership and external audiences. Performs qualitative research and analysis on retrospective GHEs through evaluation of data repositories, lessons learned, after action reports, and other reports/studies.

Performs rapid scoping reviews and systematic reviews, to include data extraction and data synthesis. Works with program and project managers to develop and monitor goals, timelines, and deliverables, and conduct follow-up for programs and projects across CGHE. May perform other duties and responsibilities as assigned or directed by the supervisor.

This may include attendance of and participation in required training for the role. Qualifications Education and Experience Master's Degree in Social Sciences, Political Science, International Relations, Global Health or related field required. Minimum of 3-5 years experience required.

Required Knowledge, Skills and Abilities Knowledge of defense or security policies, strategies, and objectives. Knowledge of GHE and security cooperation. Experience with quantitative and qualitative analysis and statistics.

Familiarity with DoD/USG policy and guidance. Ability to extract, synthesize, and distill information into recommendations for senior leadership. Ability to work in a cross-functional capacity, with strong interpersonal skills.

Excellent written and oral communication skills. Ability to work in a dynamic environment with senior military officers, federal civilians, and contractor personnel. Ability to work independently, using sound judgment to solve problems.

Some data visualization experience is preferred. Ability to obtain and maintain a T3/ Secret clearance background check Work Environment This position will take place primarily in a office setting. This will be a Hybrid work schedule, currently working 3 days in office in Bethesda, MD and 2 days telework.

Some positions or sites may require that the incumbent be fully vaccinated against COVID-19. Proof of vaccination may be required. Note: This position requires that the incumbent be a U.S.
