The Requirements and Standards Engineer for Texas Central is responsible for coordinating all elements concerning Requirements and Rail Standards to ensure correct specification and subsequent achievement of design and construction and commissioning integrity.
Establishing and maintaining the Texas HSR Project Requirements
Developing processes for requirements management
Deploy Requirements Management process to functions and stakeholders across the project
Ensure the Requirements Management process is followed, with necessary review and auditing
Analyse, clarify, consolidate and develop all the applicable functional and performance requirements (operability, signaling, regulations, standards etc.)
Ensuring the Requirements are allocated to the Design-Build Contractors
Establishing and maintaining a Requirements Compliance Matrix
Manage the satisfactory close out of requirements across the project
Establishing and maintaining the Texas HSR Project Standards Baseline
Reviewing and recommending actions on Standards non-compliance requests
Coordinating with contractor sub-system requirement specifications to be distributed to the sub-system suppliers
To coordinate and maintain the engineering standards and regulation compliance requirements for the project.
Has full technical responsibility for liaising with all relevant parties and in interpreting, organizing, executing and coordinating this activity.
Supports the Integration Director in contact with the client on matters relating to standards and compliance.
Support other technical delivery teams to establish and achieve resolution on standard and regulatory compliance related matters
Ensure compliance reporting and documentation is in place; from other parties or produced if necessary.
Undertakes regular audits to ensure compliance with technical assurance systems and procedures.
Regular status reporting of standards and regulation compliance.
Actively stays informed of any new standards, Approved Codes of Practice, etc., issued by client and/or external professional engineering bodies, to ensure their planned incorporation into the design process, and within the scope of the contract.
Bachelor Degree from an accredited university along with with a minimum of 9 years' experience working in the construction industry and/or large-scale infrastructure projects; or an equivalent combination of education, training and/or experience Or in lieu of Bachelor's degree 15 years of experience working in the construction industry and/or large-scale infrastructure projects.
Minimum of 10 years' experience of implementing requirements and working in a standards environment for major rail projects.
Experienced user of requirements management software
Familiar with US and international railroad and general construction standards.
Must have undertaken engineering activities on a large, complex project/program or on multiple lesser size projects, with experience of infrastructure construction.
Ability to establish and maintain strong working relationships with a range of multidisciplinary stakeholders, demonstrating excellent influencing skill.
Exposure to BIM (Building Information Modelling)
Ability to communicate, engage and influence a variety of external stakeholders at public forums.
Ability to communicate complex issues to stakeholders.
To possess strong written and spoken communication skills combined with strong interpersonal and influencing skills.
Knowledgeable in planning and executing high value, multi-faceted lump-sum turnkey civil infrastructure projects.
Computer skills (MS office).
