A Non-Merit vacancy exists in the Department of Housing and Community Development.

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Definition of Responsibility

The Rental Subsidy Team Leader, under general supervision, is the lead worker providing specialized services in the areas of eligibility determination, leasing, and quality control review for rent subsidy programs, handles special cases, and provides guidance and direction to other workers. In quality control, the Team Leader is responsible for reviewing cases in several program categories, and for completing a required number of cases each month. The work of the Team Leader does not involve supervisory responsibility.

Essential Duties

  • Reviews team members' files for accuracy and compliance with federal and local requirements.

  • Reviews complex files to investigate problems and recommendsresolutions.

  • Reads reports and applies information to the review of files and records.

  • Calculates income, assets and deductions (eligibility) to verify benefit level, and rents, utilities and payment standards.

  • Interviews families and landlords to verify information in case records.

  • May make visits to families and landlords to gather information.

  • Contacts sources to verify information relative to eligibility determinations and leasing services.

  • Determines causes of file errors and recommends corrective action.

  • Records information, classifies and codes errors for statistical analysis.

Qualifications

Required Qualifications

Bachelor's degree from an accredited college or university

Plus

Three years of experience in determining eligibility, processing recertifications, completing the leasing process, or monitoring compliance in Section 8 rental subsidy programs.

Additional qualifying education may be substitutedfor the required experience and additional experience may be substituted for the required education.

Knowledge, Skills, and Abilities

  • Knowledge of Section 8 Programs, HUD regulations, and local policies and procedures.

  • Knowledge of basic arithmetic required to calculate income, assets, deductions, utilities, rents, tenant rents, housing assistance payments, and utility allowances.

  • Ability to interview to obtain factual information.

  • Ability to review the application of regulations and policies.

  • Ability to collect and organize statistical information and write clear and concise reports.

  • Ability to read and interpret federal regulations.

  • Ability to organize and complete work according to assigned schedules.

  • Ability to work with team members, clients, landlords, and the public.

  • Ability to learn supervisory techniques.

EXAMINATION PROCEDURE

Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.

Conditions of Employment

Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.

Physical and Environmental Conditions:

The work of this classification is essentially sedentary. Some positions may involved occasional travel between work sites.

Employment Background Investigation

Applicants selected for employment with Baltimore County must successfully complete an employment investigation, including, but not limited to criminal background, education, and fingerprinting checks.
