Regular Position

Position Overview:

The Rental Assistance Demonstration (RAD) was created to allow Public Housing Agencies (PHAs) to convert from public housing to long-term project-based Section 8 assistance. Originally authorized in 2011 and subsequently amended, RAD now allows for converting 455,000 public housing units. To date, approximately 120,000 units have been converted, representing over $7.0 billion in construction activity. The Los Angeles County Development Authority (LACDA) seeks a RAD Director to oversee the implementation and administration of RAD on the conversion of its public housing developments.

Reporting directly to the Chief of Programs, this position will plan, organize, oversee, coordinate, and manage the staff, internal operations, and professional consultants of the RAD program, including administration, financial operations, and service delivery. The RAD Director will assess the agency's existing public housing portfolio, work closely with Housing and Urban Development (HUD), LACDA management, PHA Staff, residents, development partners, lenders, attorneys, elected officials, and other stakeholders to successfully restructure and transition properties to the HCV/Section 8 funding platform available under RAD. The RAD Director will ensure the successful and timely delivery of high-quality, affordable housing throughout the RAD program process and stay abreast of national RAD policies, program changes, and legislation to assess the impact of changes on current RAD projects.

Essential Job Duties

The statements below are intended to describe the general nature and scope of work performed by this position. This is not a complete listing of all responsibilities, duties, and/or skills required. Other duties may be assigned.

  • Coordinates and oversees all aspects of the RAD conversion process, including application, financing, public engagement, relocation, construction, closing, and lease-up.

  • Prepares and submits required documents and reports to HUD and other entities in compliance with RAD program regulations and guidelines.

  • Manages the development, administration, monitoring, and evaluation of all RAD program contractual agreements, including preparing guidelines, standards, and work plans to ensure compliance with contractual requirements.

  • Manages the development, administration, and coordination of the development budgets (sources and uses), and operating proformas that comply with HUD's program guidelines and lender requirements.

  • Manages the development of internal program policies and procedures and ensures system-wide training, implementation, and monitoring.

  • Monitors and tracks the progress and performance of the RAD projects and reports any issues or risks to senior management and HUD.

  • Communicates and collaborates with various internal divisions and external partners to facilitate a coordinated approach that complies with HUD RAD regulations.

  • Serves as the agency's contact person and provides updates from HUD on questions about RAD, and updates senior management.

  • Prepares and distributes required notices (RIN, etc.) related to relocation promptly.

  • Conducts resident meetings per RAD guidelines.

  • After issuance of the Commitment to Enter into a Housing Assistance Payment (CHAP), manages the conversion process, including the timely submission of documents required under RAD.

  • Provides technical assistance and guidance to PHA staff, residents, and other parties involved in the RAD projects.

  • Conducts site visits and inspections to ensure the quality and compliance of the RAD projects.

  • Manages and resolves any problems or disputes during the RAD conversion process.

  • Evaluates and documents the outcomes and impacts of the RAD projects and provides feedback and recommendations for improvement.

  • Assesses and recommends positioning strategies on the existing public housing portfolio.

  • Conducts project feasibility assessments and provides project briefings to the Executive Office and elected officials.

  • Supervises, trains, mentors, and oversees the work of assigned staff.

  • Performs other duties as assigned.

Qualifications

Any combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Experience, as outlined below, may be substituted for required education on a year-for-year basis.

  • Bachelor's degree in Public Administration, Urban Planning, Business Administration, or a related field

  • At leastthree (3)years of direct experience in affordable housing development, project management, financial feasibility assessment and modeling, and RAD implementation

Desirable Qualifications:

Desirable Qualifications are used to identify relevant knowledge, skills, and abilities as determined by business necessity. These criteria are considered desirable qualifications and are not intended to serve as minimum requirements for the position. Applicants who possess these qualifications will not automatically be selected.

  • Experience with public/private partnerships (P3) for the construction and/or rehabilitation of affordable housing developments.

  • Experience with a variety of financing methods including Low-Income Housing Tax Credits (LIHTC), FHA financing, Federal financing, Federal Home Loan Bank Affordable Housing Program grants, Public Housing funds, tax-exempt bonds, etc.

  • A background in real estate or construction management.

Knowledge of:

  • Theories, principles, and practices of public administration, including goal setting, program capital and operating budget development and implementation

  • Applicable local, state, and federal laws, rules, and regulations

  • HUD regulations, policies, and procedures related to RAD and other public housing programs.

  • RAD program administration policies and legislation

  • RAD conversions

  • Low-income/public housing communities

  • Property acquisition, management, and disposition

  • Various financing methods

Skilled in:

  • Planning, organizing, and directing the operations with a delivery focus

  • Developing and implementing short- and long-term goals, major priorities, work standards, and internal controls

  • Problem solving and exercising sound judgment and creativity in making decisions

  • Communicating effectively orally and in writing

  • Collaborating with outside agencies to secure support for programs

  • Facilitation, mediation, and negotiation

  • Microsoft Office and other relevant software applications.

  • Travel throughout Los Angeles County, as needed

  • Prepare and present clear and comprehensive oral and written long-term and short-term project plans to elected officials

Salary compensation is dependent on qualifications (experience, education, knowledge, skills, and abilities). Initial salary placement is generally made between the start and mid-point of the posted range. New hires are not eligible to start at the maximum of the posted range.

Conditions of Employment
