The Texas Health and Human Services Commission (HHSC) is seeking qualified candidates to fill the Release Coordinator position within Access and Eligibility Services (AES) in Strategic Innovation and System Support (SISS). SISS is dedicated to creating a culture of continuous improvement by focusing on business process analysis, overseeing the AES project management framework and governance structures and executing the AES technology strategy. Projects may include delivery for several federal and state benefit programs such as Medicaid, TANF, SNAP, and CHIP.
This position is critical to the success of SISS as the position will provide assistance to the Deputy Associate Commissioner and AES stakeholders in carrying out the AES Long Term Care IT Roadmap including backlog management. Responsible for collaboration with business stakeholders as needed to support the overall business Long Term Care (LTC) IT strategy. In coordination with the SISS Portfolio Manager, this position will provide support, manage timely communications, cooperation, and conflict resolution among assigned project leads and support areas.
This position will have responsibility to provide oversight, manage and assist with prioritization of the AES Long Term Care Roadmap. Acts as the primary liaison between IT, LTC Stakeholders and AES Product Owners. Supports AES Product Owners to ensure successfully project delivery.
This position will work under minimal supervision with extensive latitude for the use of initiative, independent judgment and critical thinking. Assist and direct with defining and advancing the AES technology agenda and strategic initiatives through collaboration with other AES divisions and agency executives.
Manages all impacts related to IT projects to ensure deliverables are not at risk and escalates issues as needed. Coordinates with other state agencies, governmental entities, private sector partners, and contractors.
Essential Job Functions:
Assists in carrying out the vision, prioritization, planning, and management of AES Long Term Care (LTC) IT initiatives including backlog management. Responsible for collaborating with business stakeholders as needed to support the overall business strategy. Provide timely communication to Deputy Associate Commissioner and business stakeholders about any relevant IT events. Monitoring of assignments to ensure timely completion of all activities and assignments of AES division staff who participate in activities related to Long Term Care releases. Help plan, develop, and manage the necessary strategy to successfully bring each project to completion. Strategy decisions will vary dependent on the scope, size, and timelines of each project. Possess and provide effective communications, cooperation, coordination and conflict resolution among assigned project teams and support areas. (30%)
Applicant must be skillful in gaining stakeholder consensus, establishing oversight of strategic planning framework, identifying and evaluating options, preparing action plans and ensuring implementation of the plans. Create and/or maintain all necessary documentation related to the coordination of the release process, Roadmap coordination and backlog prioritization. Provide regular status updates, conduct effective meetings, facilitate discussions for issues resolution or risk review, prepare formal management presentations, and communicate effectively with all levels of staff. Build strong and supportive relationships with all business stakeholder governance representatives and their Product Owners. (25%)
Acts as the primary liaison between IT and AES Product Owners. Supports AES Product Owners and Product Teams to ensure successful project delivery. Builds strong and supportive relationships with Project Managers, PRC Core Team and Decision Board, Product Owners, Product Teams, and other key IT resources. (25%)
Works in coordination with SISS team(s) to ensure alignment with AES technology strategy, project management framework and governance structures. Performs ongoing process improvement activities such as Retrospectives to continuously improve overall project delivery. (15%)

Knowledge of regulations and laws of federal, state and local, agencies that's relevant to Health and Human Service programs.
Knowledge of project management methodologies.
Skill in effective oral and written communication, expressing ideas clearly and concisely, use of computers and software programs, including Microsoft Office Suite; solving problems and removing barriers to success and in establishing effective relationships with internal stakeholders to support agency objectives.
Ability to manage complex program activities; to establish goals and objectives; to devise solutions to administrative problems, to prepare reports, and to communicate effectively with state and vendor staff.
PMP, Scrum Master or Product Owner a plus. Initial Selection Criteria:
Graduation from an accredited four-year college or university with major course work in business administration, management, technology, or related field. Education may be substituted for experience on a year by year basis.
At least three (3) years of experience leading and/or participating on IT project teams that utilized accepted project management methodologies. Additional Information:
