The Rehabilitation Counselor position will be located at the Whiteville Unit Office in Columbus county and serves a school caseload for Whiteville City Schools consisting of one high school, an alternative school, and provides rehabilitation services, including Pre-Employment Transition Services (Pre-ETS) to students to assist in their transition into competitive employment. Frequent and positive interactions with the school system, students, parents and staff are required.
The Rehabilitation Counselor serves individuals with a variety of disabilities, with the expected outcome of suitable competitive employment. Disabilities include physical, mental/emotional, cognitive/developmental, substance use disorders, and others. The counselor will need to be knowledgeable about various types of disabilities and the impact that these disabilities have on the achievement of suitable employment outcomes.
The selected applicant is accountable for the design and implementation of a comprehensive plan of vocational rehabilitation services for persons with disabilities.
Job responsibilities include the following:
Evaluating diagnostic data to determine eligibility and needed services
Develop a written plan of services in conjunction with the consumer
Provide supportive counseling
Provide rehabilitation services in the context of a guidance and counseling relationship and monitor the consumer's progress towards achievement of rehabilitation goals throughout the individual's rehabilitation program
Provide rehabilitation services in the context of a guidance and counseling relationship
Document service delivery and provide follow-up with vendors, consumers, employers, and other agency personnel as needed
Input casework data into relevant applications throughout the rehabilitation process
Work directly with community partners in order to enhance employment opportunities for individuals with disabilities
Take a lead role in the development, identification and provision of Pre-Employment Transition Services (Pre-ETS) to identified students/consumers
Travel within assigned area will be required.
Salary Grade: GN10

In-depth knowledge of casework methodology and techniques of rehabilitation counseling
Considerable knowledge of federal and state laws governing the delivery of rehabilitation or independent living services
Thorough knowledge of psychosocial implications related to behaviors and attitudes of individuals who have a disability
Demonstrated ability to interpret medical and psychological data in planning and developing rehabilitative services
Proven ability to establish and maintain effective working relationships with consumers, family members, and various professional and specialty services involved in the rehabilitation process
Demonstrated ability to analyze and integrate occupational and labor market data in a given geographical area
Ability to network and communicate effectively with area employers and community agencies through excellent verbal and written skills
Knowledge of the community, local job markets and community resources
Ability to establish professional relationships and work effectively with high school students and young adults
Minimum Education and Experience Requirements
Master's degree in rehabilitation counseling from an appropriately accredited institution;
Master's degree in a related human services field from an appropriately accredited institution;
Current certification as a Certified Rehabilitation Counselor by the Commission of Rehabilitation Counselor Certification;
An equivalent combination of education and experience.
