Job Description

Under general administrative direction, the Rehabilitation Services Manager (RSM) is accountable for Rehabilitation Services personnel, assuring the delivery of therapy services in accordance with the principles and practices of each discipline. The RSM is accountable for supporting the strategic plan of the organization; achieving clinical, financial and service quality objectives in one or more cost centers and/or Rehab teams.

The RSM is accountable for the quality of clinical services delivered, the competency and performance of personnel, and for designing/maintaining systems to support multidisciplinary team functioning and continuity of services with existing product lines. The RSM also serves as a key participant in organizational project teams and work groups.

Principal Responsibilities and Tasks

The following statements are intended to describe the general nature and level of work being performed by people assigned to this classification. They are not to be construed as an exhaustive list of all job duties performed by personnel so classified.

1.Directs, manages and evaluates multi-disciplinary team function, care delivery systems and clinical effectiveness for one or more areas/teams to meet or exceed customer requirements. Develops patient care and program procedures and assures implementation in accordance with generally accepted therapy standards, State of Maryland Practice Acts, The Joint Commission standards, code of ethics, and departmental procedures.

2.Identifies and facilitates professional growth and development of multidisciplinary personnel consistent with organizational and departmental goals.

A. Facilitates growth and development of leadership skills for senior and advanced therapists.

B. Identifies opportunities for advancement and growth for all Rehab staff.

C. Assures clinical competence of Rehab personnel through program and policy orientation and licensure compliance.

3.Develops department quality management program in line with organizational goals and department needs. Directs and oversees the timely completion of quality management indicators and process improvement initiatives as stipulated in the department quality management program, in collaboration with corporate leadership.

A. Obtains, maintains and facilitates certification of department and organization programs.

B. Instructs and assists staff by auditing daily work activities. May perform medical record reviews, observation, co-treatment, etc to audit clinical service and assure adherence to documentation standards.

C. Creates effective performance management systems which provide clear expectations to staff in all roles, support staff participation in peer feedback and effectively address individual and group performance outcomes.

D. Creates an atmosphere which fosters teamwork and open communication among staff. Models effective behaviors as a facilitator, coach and group leader.

E. Creates a climate that values and supports diversity and demonstrates career development and promotion of minority staff.

4.Effectively uses, interprets, applies and communicates data and information from multiple sources. These data sources include financial reports, clinical and service quality data, human resource data and information from the external market. Effectively interprets changes in key indicators for staff and directs staff in applying information.

A. Manages human and fiscal resources to meet financial goals and achieve identified outcomes.

B. Effectively participates in the development, communication, monitoring and management of salary, non-salary and capital budgets.

C. Effectively incorporates patient care requirements, physician practice patterns and payer requirements into a cost effective care delivery system.

D. Assures maximal effectiveness and efficiency of staffing plan, including skill mix and scheduling. Develops staffing systems which respond effectively and quickly to changes in patient volume, acuity or service demands.

E. Effectively manages cost centers while establishing and assuring adherence to productivity standards.

5.Develops and maintains working relationships with key team members, depts, units and/or facilities in order to provide clinical care, joint collaboration, staff advancement, and to meet department and Medical Center goals.

A. Assists corporate leadership in planning, organizing and implementing new programs or areas of care in response to patient need, new developments in the field and new technologies.

1.Develops and implements strategies and action plans to improve quality of care, utilization and management and patient outcomes.

2.Develops and implements treatment protocols and/or standards to systematize and coordinate care.

3.Develops and implements models for patient care delivery for specific patient populations.

6.Promotes advancement of the Rehab professions of Speech Language Pathology, Physical Therapy and Occupational Therapy.

A. Creates and directs the administration of clinical education programs and fellowships as appropriate.

B. Establishes and maintains relationships with accredited professional academic programs as appropriate. Stays current with innovations and literature in the field.

Qualifications

Education and Experience

  • Master's degree required or Master's degree in progress. (Must obtain Masters within three years after placed in position.) Current licensure as a therapist with the state of Maryland is required.

  • Five years as a licensed Therapist/Pathologist is required, including two years of demonstrated success in a leadership role.

Knowledge, Skills and Abilities

  • Ability to oversee and direct the work of all levels of therapists and support staff, assign work priorities, audit work quality, orient and train, and implement corrective action appropriately. Demonstrated ability to think critically, develop conceptual designs for clinical services and plan and organize successful projects.

  • Demonstrated highly effective verbal and written communication skills that are required to work with patients, therapists, medical and nursing staff successfully and to document patient progress and quality management activities.

  • Ability to assist with patient care activities when needed.

  • Ability to demonstrate knowledge and skills necessary to provide care appropriate to the patient populations(s) served. Ability to demonstrate knowledge of the principles of growth and development over the life span and ability to assess data reflective of the patient's requirements relative to his or her population-specific and age specific needs.
