Overview

This level I specialist position is responsible for assisting more senior peers with managing and tracking all corporate-wide regulatory filings. The incumbent works with peers to develop, track and maintain a comprehensive data base of all regulatory filings in accordance with local, state and federal regulations.

Assist peers with managing and tracking PGW's Operations Department's Operator Qualifications, and interacts with regulators such as the Pennsylvania Public Utility Commission (PUC) regarding regulatory compliance matters. Within the first year of employment, this level specialist is expected to work independently on routine assignments with little or no assistance referring more complex and non-routine issues to senior level peers.

Responsibilities

Work with senior level peers to develop and understand corporate wide regulatory filings, operation protocols and procedures resulting from compliance regulations, as well as departmental procedures for regulatory compliance, notifications, reporting and scheduling of interactions and activities involving PGW personnel and State agencies including but not limited to:

  • Developing and recommending guidelines for tracking all company-wide regulatory filings.

  • Directing conformance with written State and Federal regulation requirements on timely filings.

Assist in the interpretation of pending changes to local, state and federal regulations; determines potential impact to filings or business operations; makes recommendations for policy and practice changes based on likelihood of proposed legislation to be in-acted. This includes but is not limited to proposed revisions to timelines for filings, the PUC, Office of Pipeline Safety regulations, and the Natural Gas Pipeline Safety Act.

Assist in the assessment of regulatory impacts on training programs, record keeping, and other relevant business practices; recommends relevant changes to improve PGW's initiatives including but not limited to business processes, computer systems and training issues that must be revised in order to provide cost effectiveness and efficient Operations.

Monitor and maintains database for tracking Corporate-wide filings, PUC-BCS interaction and inspections, PUC-BCS issued violations and company written responses to violations, and updating of company-wide library of regulatory references.

Assist in the development of reports that analyze trends, monitor goals, and set standards with regards to regulatory compliance as well as manage projects with the same regards as required.

Assist in monitoring and maintaining PUC interaction and violation record keeping systems, which include developing, implementing and maintaining database and software systems utilized for regulatory information, data tracking/querying, and statistical reporting.

Generate various technical and status reports on a daily, monthly and annual basis, including training program summaries as required to ensure regulatory compliance and corporate training objectives.

Perform other special projects and assignments as requested.

Qualifications

Bachelor's degree in Business, Law, Political Science or other related field of study is required.
1 - 3 years of continuous work experience within the utility industry with an emphasis on process management, project management, program auditing or procedural analysis for the Analyst I. 5 - 7 years of continuous work experience within the utility industry with an emphasis on process management, project management, program auditing or procedural analysis for the Senior Analyst.

Must have a broad knowledge of company operations, process management, project management, program auditing or procedural analysis of Corporate-wide regulatory filings, PUC-BCS interaction and inspections, PUC-BCS issued violations and company written responses to violations, and the company-wide library of regulatory references.

Must have communication and interpersonal skills with the ability to interpret and convey technical information in clear terms for non-technical staff of all business disciplines.

Must have project management and organizational skills with the ability to work smoothly under pressure and coordinate the activities of multiple levels of personnel.

Must be flexible to working occasional out-of-office hours.

Must be computer literate with proficiency in the use of Microsoft Office.
