Main Purpose of Job
The Regulatory and Compliance Engineer (RCE) Senior is
the lead engineer and will be responsible for overseeing a team of lower-level
RCE permit writers who perform the technical processing, development and
writing of industrial discharge permits. The Project Manager and Reviewer will
provide oversight of all projects completed in the division and will conduct
training and update staff on current topics that occur. This position is
responsible for maintaining a current knowledge base for applicable regulations
and implementing requirements into permits. The incumbent in this position is
also responsible for processing, development, and writing permits for complex
projects, as deemed appropriate by the Division Chief.

These permits and registrations are combined federal and State authorizations,
for facilities needing to discharge industrial wastewater or storm water in the
State of Maryland. Processing applications includes implementing total maximum
daily loads and managing the associated permit issuance process by preparing
fact sheets, public notices and written responses to comments, meeting with
applicants and interested parties, conducting, and participating in public
meetings, and preparing project files for judicial review.

The work involves exposure to uncomfortable or unpleasant
surroundings. Site visits may include treatment areas where smells or sight may
be offensive. The work also involves special physical demands such as climbing
ladders to visibly inspect an outfall or pollution control device. During site
visits protective equipment such as steel toe shoes, safety glasses, and hard
hats are required.��

The incumbent in this position may drive a State vehicle.�If you maintain
an out-of-state driving license, you must provide a certified copy of your
driving record from the appropriate Motor Vehicle Administration at the time of
appointment.� Individuals must�maintain a driver's license with no
more than 5 points on their driving record in order to drive a
State�vehicle.���

MINIMUM QUALIFICATIONS

Education:�� A Bachelor's degree in engineering or
architecture from an accredited college or university.
Experience: Three years of engineering or architectural experience
in pollution control, waste remediation, resource conservation, environmental
protection, or public health and safety to ensure regulatory or quality
compliance with engineering/architectural standards, practices, principles and
methods.

1.�Candidates may substitute the possession of a Bachelor's
degree from an accredited college or university with
at��������� least 20 credit hours
in engineering and two years performing engineering architectural work in
pollution control, waste remediation, resource conservation, environmental
protection, public health and safety or related areas for the required
education.
2.Candidates may substitute the possession of a Master's degree
in engineering or architecture from an accredited college or university for up
to one year of the required experience.
3.�Candidates may substitute the possession of a current
Professional Engineer or Professional Architect registration in the State of
Maryland or in a state with comparable requirements for the required education
and one year of the required experience.
4.�Candidates may substitute U.S. Armed Forces military
service experience as a commissioned officer in Engineering and Architecture
classifications or Engineering and Architecture specialty codes in the
Environmental field of work on a year-for-year basis for the required
experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the
following:

Bachelor's degree in chemical, environmental, or civil
engineering.

Prior experience with NPDES Permitting.

Prior experience or coursework in wastewater treatment.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Employees in this classification may be subject to call-in twenty-four hours a day, and, therefore, may be required to provide the employing agency with a telephone number where they can be reached.

PERSONAL LEAVE - New State employees are awarded six (6) personal
leave days annually (prorated based on start date).
ANNUAL LEAVE - ten (10) days of accumulated annual leave per year.

PARENTAL LEAVE - up to sixty (60) days of paid parental leave upon
the birth or adoption of a child.
HOLIDAYS - State employees also celebrate at least twelve (12)
