Main Purpose of Job

The Regulatory and Compliance
Engineer III will assist the Division Chief with implementing a comprehensive
dam safety program in Maryland. These positions are the third in a progressive
series of engineering classifications in the Dam Safety Inspection and
Compliance Division. The level of experience is mid-level. Responsibilities
include inspecting new dam construction, inspecting existing impoundment structures,
assisting dam owners with emergency preparation, and providing technical
engineering expertise and direction. These positions protect the public from
the inherent dangers associated with dam failures. The incumbent in these
positions uses highly specialized engineering skills to evaluate dam safety and
downstream hazard conditions, determine required remedial repairs, and
establish action plans to ensure that loss of life and major property damage is
minimized in the event of sudden releases of water caused by dam emergencies.
The incumbent will also represent MDE in meetings and hearings with State,
federal, and local agencies; emergency management personnel; dam design
consultants; dam owners; and the general public to provide dam safety advice
and guidance on numerous complex dam safety issues.
Dam inspections often require
special physical demands of accessing inspection galleries, small storm drain
and spillway pipes, lifting heavy equipment, and a lot of climbing ladders up
and down the slopes of earth embankments. Dams contain areas of confined space
hazards requiring air monitoring, specialized training, and the use of
protective equipment such as goggles, gloves, masks, etc. The incumbent in these
positions may also be exposed to other dangerous situations such as drowning
hazards, falls from high outlet works structures, and may be exposed to heavy
construction equipment hazards while conducting inspections of existing
structures and dams under construction.
The incumbent in these
positions will be required to drive a State vehicle. If you maintain an
out-of-state driving license, you must provide a certified copy of your driving
record from the appropriate Motor Vehicle Administration at the time of
appointment. Individuals must maintain a driver's license with no more than 5
points on their driving record in order to drive a State vehicle.

MINIMUM QUALIFICATIONS

Education:�� A Bachelor's degree in engineering or architecture from an accredited college or university.
Experience: Two years of engineering or architectural experience in pollution control, waste remediation, resource conservation, environmental protection, or public health and safety to ensure regulatory compliance with engineering/architectural standards, practices, principles and methods.
Notes:
1.�Candidates may substitute the possession of a Bachelor's degree from an accredited college or university with at�least 20 credit hours in engineering and two years performing engineering or architectural work in pollution control, waste�remediation, resource conservation, environmental protection, public health and safety or related areas for the required education.
2.Candidates may substitute the possession of a Master's�degree in engineering or architecture from an accredited�college or university for one year of the required experience.
3.Candidates may substitute the possession of a current�Professional Engineer or Professional Architect registration in�the State of Maryland, or in a state with comparable requirements for the required education and one year of the required experience.
4.�Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

Two years of experience inspecting existing dams, ponds, levees, and similar structures;

Two years of experience inspecting the construction of dams, ponds, and levees;

Two years of experience designing or reviewing earthen dams for water supply, flood control, stormwater management, and tailings retention;

Knowledge of dam construction standards such as ASTM, AASHTO, ACI, NRCS, and USACE.

Technical writing skills when preparing inspection reports;

Knowledge of Maryland's laws and regulations regarding dam design and construction.
It is also preferred that the selected candidate has:� �

A bachelor's degree in civil, geotechnical, or environmental engineering.�

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Employees in this classification may be subject to call-in twenty-four hours a day, and, therefore, may be required to provide the employing agency with a telephone number where they can be reached.
