Main Purpose of Job
The Regulatory and Compliance Engineer I will work in the Engineering & Technology Assessment Division in the Mobile Sources Control Program. The incumbent in this position will be responsible for performing highly technical cand complex emissions modeling, using the Environmental Protection Agency's MOVES model to develop statewide highway emissions inventories, State Implementation Plans, Rate of Progress Plans, and Transportation Conformity analyses. This position will also be responsible for coordinating modeling activities with the Environmental Protection Agency (EPA) and local Metropolitan Planning Organizations (MPOs) as well as regional modeling activities conducted by the Ozone Transport Commission (OTC) and the Mid-Atlantic Regional Air Management Agency (MARAMA).
The incumbent in this position may be required to drive a State vehicle.� If you maintain an out-of-state driving license, you must provide a certified copy of your driving record from the appropriate Motor Vehicle Administration at the time of appointment. Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive a State vehicle.

MINIMUM QUALIFICATIONS

Education:�� A Bachelor's degree in engineering or architecture from an accredited college or university.
Experience: None.
Notes:
1.Candidates may substitute the possession of a Bachelor's degree from an accredited college or university with at least 20 credit hours�in engineering and two years performing engineering or architectural�work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety, or related areas may be substituted for the required education.
2.�Candidates may substitute the possession of a current Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements for the required education.
3.�Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required education.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call-in twenty-four hours a day, and, therefore, may be required to provide the employing agency with a telephone number where they can be reached.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.� As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
