Department Overview

The Underground Program organization is working to reduce wildfire risk every day as we underground 10,000 miles of distribution lines. We are responsible for working across all internal teams and engaging external stakeholders, including regulatory authorities, to support successfully meeting our goals and reducing wildfire risk in our hometowns. We work in an exciting and fast-paced environment.

Position Summary

Regulatory analysts work with internal and external partners to identify state, federal, or international regulatory issues and propose and execute strategies which position PG&E to comply with laws and regulations, receive full cost recovery, and strengthen and enhance its programs. Regulatory Analysts also manage the development, approval and implementation of policy through rulemaking proceedings.

This position is a key contributor to the System Hardening and Undergrounding Regulatory Proceedings team, which is responsible for:

  • Orchestrating the regulatory filing of a strategic, well-supported, compliant and compelling 10 Year Undergrounding Plan that enables a more safe, prosperous, and carbon neutral California,

  • Strategically managing the interplay of multiple System-Hardening proceedings (Wildfire Mitigation Plan (WMP), General Rate Case (GRC), Risk Assessment and Mitigation Phase (RAMP), Wildfire Mitigation and Catastrophic Events (WMCE) and SB 884), and

  • Ensuring regulatory compliance is operationalized to enable business success.

This position is hybrid, working from your remote office and your assigned location based on business need.

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors.

Bay Minimum: $122,000

Bay Maximum: $194,000

This job is also eligible to participate in PG&E's discretionary incentive compensation programs.

Job Responsibilities

  • Works closely with cross-functional teams and leaders to manage the integrated regulatory policy for system hardening and undergrounding programs.

  • Uses strong project management skills to oversee the Undergrounding Regulatory team and 10 Year Undergrounding Plan tactical implementation plans (TIP) to ensure key deliverables and associated dependencies are effectively managed for on-time completion.

  • Maintains compliance and commitment database to ensures program has complied with assigned decisions and financial reporting requirements.

  • Evaluates financial, strategic or policy impact of key regulatory proceedings, pleadings, and decisions, including WMP, GRC and 10-year undergrounding plan.

  • As needed, coordinates responses, including review of accurate and timely information or reports to regulatory agencies, including responses to data requests for the undergrounding program.

  • Supports and prepares expert witnesses for regulatory proceedings. Provides guidance to teams in the preparation of applications/filings, testimony, forecasting materials, exhibits, models, work papers, or discovery on issues.

  • Performs complex policy, regulatory and strategic analysis for issues that may have a short or long-term impact or affect multiple lines of business. Assimilates large volumes of information and distills into compelling arguments.

  • Evaluates and understands significant financial, strategic or policy impact of key regulatory proposals, pleadings, and decisions.

  • Prepares and, if appropriate, delivers summaries, strategic briefing materials and/or recommendations to leadership, partner organizations, and regulators (via memos and/or PowerPoints).

  • Maintains knowledge of key program, operational, cost, and regulatory issues.

  • Keeps well-informed of trends, issues and developments in the industry.

Qualifications

Minimum:

  • Bachelors Degree in business, economics, public policy, finance, engineering or related discipline or equivalent utility industry experience

  • Job-related experience, 5 years

Desired:

  • Project Management Professional (PMP) certification

  • Masters Degree or equivalent experience

  • Experience in regulatory matters, utility industry
