POSITION SUMMARY:

Responsible for inspection work on highway renovations/repairs and capital improvement projects. Performs periodic and/or continuous field inspections to insure compliance with plans, specifications, codes, design manual standards/details and safety practices.

CLASS DESCRIPTION:

Performs senior technical level licensing, inspections and regulations work under general supervision from an administrative or technical superior.Include the following. Other related duties may be assigned.

Conducts periodic and continuous field inspections with written and verbal report documentation.

Regularly attends staff meetings to give and receive feedback on regulation inspector performance and for construction progress reporting.

Serves as an on-site inspector when directed; attends and or chairs pre construction meetings; monitors and evaluates performance of project contractors and consultant inspectors; makes recommendations of changes to their superiors relating to field changes; confers with project managers, consultant engineers, and superiors about the quality control and construction conflicts; and meets with contractors to explain County standards.

Issues noncompliance notices for faulty workmanship as required, and issues suspension of work when contractors violate life threatening safety conditions.

Authorized to issue suspension of work for faulty workmanship after conferring with superiors.

Reviews project correspondence, shop drawings for compliance, and prepares back ground information and draft response for supervisor's or inspector's signature.

Reviews and comments on construction plans and specifications for constructability.

SUPERVISORY RESPONSIBILITIES:

This job may have supervisory responsibilities.

High School diploma and six (6) years related experience in construction inspection and operation activities or equivalent combination of education and experience.

PREFERRED EDUCATION, KNOWLEDGE, SKILLS AND ABILITIES:

Ability to read and understand blueprints and contract documents.

Thorough knowledge of principles, practices, methods and techniques of construction inspection and test equipment operation as related highways capital improvement projects.

Knowledge of occupational hazards and safety precautions involved in inspection and equipment operation activities.

Ability to plan, assign, and review the work activities of inspectors.

Ability to maintain records and complete reports of activities.

Ability to understand and follow oral and written instructions.

Ability to establish and maintain effective working relationships with associates in a professional manner.

Ability to learn and understand computer operations.

Knowledge of Pavement Preservation and Roadway Rehabilitation.

Knowledge of the Manual on Uniform Traffic Control Devices.

Knowledge of Pavement Condition Survey and Pavement Data.

Familiarity with Building Construction/Water and Waste water plants, Construction Materials Testing/Asphalt, Construction Materials Testing/Concrete, Construction Materials.

Testing/Soils, Fire Protection/Automatic Sprinkler Systems/Fire Alarm Systems/Special Hazards, Geotechnical/Construction, Geotechnical/Exploration, Geotechnical/Laboratory, Geotechnical/Generalist, Industrial Instrumentation, Land Management and Water Control/Erosion and Sediment Control, Low Voltage Electronic Communication System, Transportation/Highway Construction, Transportation/Highway Design, Transportation/Highway Maintenance, Transportation/Highway Materials, Transportation/Highway Surveys, Transportation/Highway Traffic Operations, Underground Utilities, Construction/Water and Sewer Lines.

 The employee is occasionally exposed to high, precarious places and toxic or caustic chemicals.  The noise level in the work environment is usually very loud. The employee may be exposed to high temperatures given off by various materials.

LANGUAGE SKILLS, MATHEMATICAL SKILLS AND REASONING ABILITY:

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.

Ability to write routine reports and correspondence.

Ability to speak effectively before groups of customers or employees of organization.

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.

Ability to apply concepts of basic algebra and geometry.

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.

Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Maryland Class C Driver's License or equivalent issued by state of residence.
