The Riverside County Department of Waste Resources has opportunities for Heavy Equipment Mechanics and Senior Heavy Equipment Mechanic in Moreno Valley. Candidates who apply will be reviewed for both levels.

The Heavy Equipment Mechanic (HEM) will be responsible for troubleshooting, repairing, and rebuilding major components on Dozers up to D9, 637 Scrapers, 140/150 M Graders, 836K Landfill Compactors, Loaders, and other pieces of equipment. The HEM will be assigned to diagnose and make necessary repairs on heavy construction equipment in the field, often under adverse conditions.

The Senior HEM will report any additional deficiencies found during repairs to supervision. Other duties will include leading a team to assist in mechanical repairs and will oversee staff responsible the dally maintenance/lube/filter/fueling of landfill equipment; recording work order activity in the Department's fleet management system, keeping accurate parts/labor records; recording hazardous material contamination/spills in or around storage and repair areas.

The selected candidates will be required to supply their own tools in order to perform essential functions of the position. Additionally, the selected candidates will be required to drive to various locations throughout Riverside County and will work weekends and holidays, as needed.

Competitive candidates will have experience with routine preventative maintenance and repair ofheavy construction equipment or landfill equipment. Possession of a valid Class A or B California Driver's license with tanker endorsement and/or HazMat is highly desired. Candidates with lead or supervisory experience, those with knowledge of diagnostic programs such as Cummings Insite, Volvo, or Caterpillar, and inventory record management experience are encouraged to apply.

EXAMPLES OF ESSENTIAL DUTIES

  • Inspect, diagnose, and repair mechanical failures and defects in trucks, graders, tractors, skip loaders, rollers, backhoes, truck cranes, stationary motors, power sweepers, and other heavy equipment in field conditions; diagnose, repair, and overhaul compressors.

  • Act in a lead capacity over other Heavy Equipment Mechanics in the repair and overhaul of a variety of diesel and heavy-duty gasoline engines, transmissions, clutches, rear ends, differentials, brake systems, carburetors, and related components.

  • Adjust, repair, replace, or overhaul a variety of diesel and automotive engines, transmissions, clutches, rear ends, differentials, transfer cases, hydraulic brake systems, axles, pumps, injectors, carburetors, final drives, sprockets, rollers, and truck and steering systems.

  • Perform difficult and complex repair jobs, and provide direction or work closely with other personnel in the execution of complex assignments; instruct, lead or direct the work of mechanic and departmental support staff.

  • Diagnose and repair electrical defects; repair or replace starting motors, generators, and ignition systems; grind valves and re-bore and re-sleeve cylinders; repair and overhaul compressors.

  • Perform or provide direction in the performance of welding, complete fabrication, and full repair of heavy construction equipment, trucks, and other equipment.

  • Perform complete tune-ups on construction equipment and trucks; complete time and material records.

  • Perform some related work on automotive equipment as needed based on operational demands.

MINIMUM QUALIFICATIONS

Qualifications for Heavy Equipment Mechanic:

OPTION I

Experience: Three years as an Equipment Maintenance Worker or four years as a Mechanics Helper with the County of Riverside.

OPTION II

Experience: Completion of a recognized heavy construction equipment mechanic apprenticeship-training program.

OPTION III

Experience: Four years of increasingly responsible mechanic experience, two years of which are in the repair and overhaul of heavy construction equipment and diesel trucks, and two years of which are in the repair and overhaul of automotive equipment. (Six months of the required experience may be substituted on the basis of completion of 12 semester or 18 quarter units in trade-related courses from an accredited college or university or the completion of 144 hours of trade related instruction from a union training center, adult or vocational school, or specialized industrial program.)

Qualifications for Senior Heavy Equipment Mechanic:

OPTION I

Experience: One year working as a Heavy Equipment Mechanic with the County of Riverside.

OPTION II

Experience: Five years of increasingly responsible mechanic experience, three of which are in the repair and overhaul of heavy construction equipment and diesel trucks, and two of which are in the repair and overhaul of automotive equipment.

ALL OPTIONS

Knowledge of: The principles of gasoline and diesel engines; heavy equipment maintenance and repair; the methods, tools, equipment, and parts used in the repair and maintenance of construction equipment; the operation and application of mechanical diagnostic equipment.

Ability to: Supervise the work of others; issue, follow, and understand verbal and written communications; read and understand shop manuals and mechanical diagrams; diagnose and supervise the repair of mechanical defects in a variety of heavy-duty gasoline and diesel construction equipment in both field and shop; operate equipment used in repairing and servicing construction equipment; prepare and maintain records and reports.

OTHER REQUIREMENTS:

Applicants must submit a Department of Motor Vehicles (DMV) driving record prior to hire.

License:A valid California Commercial Class A or B license is required.

For the HEM classification, a Commercial Class B license with tanker endorsements is required within six months of hire.

DOT: For those positions designated by the Department of Transportation (DOT) as safety-sensitive, applicants are required to complete a DOT mandated alcohol and drug-screening. (A positive test or refusal to test during the past two years will disqualify an applicant from consideration for County employment). Reference checks from former DOT regulated employers are also required. Applicants must submit a Department of Motor Vehicles (DMV) driving record prior to hire.

Employees in safety-sensitive positions are subject to DOT alcohol/drug testing in the following situations: random, reasonable suspicion/cause, return-to-duty, and post-accident.
