The Quality Management (QM) Clinician Nurse Consultant is a member of Quality Management aligned under the office of Quality, Safety and Value (QS&V) Service, and is responsible for providing leadership, collegiality, experience, and sound management approaches in the execution of quality management initiatives. The QM Clinician Consultant is accountable to the Chief of Quality Management, in leveraging timely execution quality management activities organization-wide, including clinics, community based outpatient clinics (CBOCs) for CTVHCS accredited programs and to meet organizational priorities.

The QM Clinician Nurse Consultant is responsible for oversight, ensuring continual survey readiness and the sustainment and spreading of the core concepts of clinical quality management throughout the CTVHCS, including Community Based Outpatient Clinics (CBOCs). The QM Clinician Nurse Consultant will possess a broad and comprehensive knowledge of various regulatory and oversight bodies to which CTVHCS are subject. These include, but are not limited to: Survey Readiness, The Joint Commission (TJC), VA Office of the Inspector General (OIG), Office of Medical Inspector, (OMI), Long Term Care Institute (LTCI) Commission on the Accreditation of Rehabilitation Facilities (CARF), and the Food and Drug Administration (FDA). The individual selected will possess a thorough knowledge of the various standards and regulations that these organizations apply to the organization through oversight reviews.

The Quality Management (QM) Clinician Nurse Consultant actively supports the Chief, Quality Management in promulgating and promoting the directions, functions, objectives, and strategies of the Quality Management Section of the Quality Safety and Value Service. The QM Clinician Nurse Consultant uses extensive knowledge, expertise and experience in accreditation and regulatory compliance to plan, lead and execute in quality management or accreditation readiness activities. Provide on-site consultation, education and technical assistance to various staff and interdisciplinary teams.

The QM Clinician Nurse Consultant will plan, coordinate, facilitate, lead and participate in all phases of accreditation and/or regulatory review activities (pre-survey, during survey, post-survey) including, TJC, OIG), (OMI), LTCI, CARF, and other internal/external review/accrediting bodies. Provide consultative support to, senior managers, staff and committees regarding accreditation, internal/external reviews and continuous readiness activities.

Lead, facilitate, promote and champion transformation. Serve on various committees.

The QM Clinician Nurse Consultant will prepare and present effectively to diverse audiences in conveying complex information with an understanding of audience knowledge and priorities and alter approach as necessary to better meet audience's needs. Communicate clearly and precisely both orally and in writing; attention to detail; tailor messages to intended audience(s); recognize and speak to audience's goals and needs; support position with facts or data.

The QM Clinician Nurse Consultant will use leverage statistical tools and techniques to analyze, interpret and display data to support decision- making. Present data related to accreditation and regulatory compliance in user-friendly, easy-to-understand formats to support decision-making. Critically appraise published research for validity, reliability and applicability in improving health outcomes and reducing variations in care.

The QM Clinician Nurse Consultant provides direct support to assists service chiefs, managers, and others in planning, designing, integrating, implementing, modifying, and evaluating the effectiveness of committees, regulatory accredited program components, and/or services to improve the quality of patient care and appropriateness, access, and timeliness of services.

The QM Clinician Nurse Consultant is responsible for providing clinical and administrative recommendations for accredited programs, committees, and services related to the Quality Management system. Provide on-site consultation, education and technical assistance to CTVHCS Staff, and other assigned areas. Assist the organizations to meet regulatory requirements and improve patient care outcomes.

Collaborate with QM Clinicians Nurse Consultant, service line managers, medical staff, nursing staff and other organizational staff to carry out corrective action plans, post survey activities and care enhancement actions.Work collaboratively with internal administrative staff to generate leads, develop proposals and pursue consultation/education engagements. Responsible for conducting accurate assessment in identifying risks points, including for accrediting and regulatory compliance.

Qualifications

Basic Requirements:

United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing or The Commission on Collegiate Nursing Education . In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Grade Determinations:

The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required.
Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience.
Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree in nursing or related field and approximately 2-3 year's of nursing practice/experience. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office.

Preferred Experience:

1.BSN and approximately 2-3 years of experience; or

2.MSN and approximately 1-2 years of experience; Masters in a field related to nursing and a BSN and approximately 1-2 years of experience; or

3.Doctoral degree in nursing, or in a field related to nursing and no experience.

Physical Requirements:
This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling and pushing.

Transferring patients and objects may be required. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs.

Annual leave shall accrue for full-time Nurses, and Nurse Anesthetists at the rate of 8 hours for each full biweekly pay period.
