THE PURPOSE:This posting is designed torecruit both new and experienced Registered Nurses in all specialties, and also Per Diem Nurse Externs in various departments.

THE POSITIONS:

Per Diem Nurse Extern ($29.54 hourly):

We are seeking nursing students within three (3) months of graduation or recently graduated from an accredited Registered Nurse program with a commitment to excellence, innovation, compassion, and integrity around patient care. The ideal candidate will be an enthusiastic, eager to learn, customer service-oriented individual who wants to join a dedicated team of caring medical professionals within a mission driven organization.

Under direct supervision, the Per Diem Nurse Extern will assist professional nursing personnel in providing basic patient care and treatment; through participation, receive supervised work experience in the nursing vocation; and perform other work as required.

Per Diem Nurse Externs will be placed according to business needs, however, department preferences will be taken into account.

Registered Nurse I/II (see salary below):

Under direction, the incumbent is responsible for providing professional direct or indirect nursing care to patients.

The ideal candidate will be compassionate and dedicated to providing the highest standard of care to patients. The ideal candidate will also have strong customer service skills, and will be able to perform well with a wide variety of patients.

What We Offer

Subject to the applicable section of the CNA MOA 2023-2028 (found here).

  • Certification Pay: $0.813 per hour based on scheduled work week hours for each qualified certification for up to five (5) certifications. One of the five certifications may be paid at $2.00 per hour for a National Certification (List provided in the CNA MOA 2020-2023 - exhibit 9).

  • In-House Registry Pay: Non-overtime is 1.75 straight time base hourly rate. Overtime is two (2) times base pay straight time base hourly rate

  • Stand By Premium Pay: 1/4 of regular hourly wage, or Federal minimum wage (whichever is greater), for employees placed on formal standby.

  • Continuous County Service Incentive Pay: 1% for seven (7) years, 1.25% for twelve (12) years, and 1.5% for seventeen (17) years.

  • Evening Shift Differential

  • Premium payment of 7.5% of an employee's base pay/wage shall be paid for each hour worked between 3:00 p.m. and 11:00 p.m.
  • Night Shift Differential
  • Premium payment of 15% of an employee's base pay/wage for each hour worked between 11:00 p.m. and 7:00 a.m.
  • Weekend Shift Differential - $2.00 per hour for all hours worked during the weekend shift

  • Preceptor Pay - $2.50 per hour for any hours recognized as precepting

  • House Supervisor Pay - $4.00 per hour for VCMC relief

  • Charge Nurse Premium Pay - $1.50 per hour for each hour worked for all VCMC/SPH Nursing Units

  • Float Nurse Premium Pay - $2.50 per hour per hour for any hours worked in a unit other than their home unit.

  • Difficulty to Recruit "DTR" Assignment Premium (Per Diem Registered Nurse I/II): The Director-Human Resources may authorize an increase up to and including five percent (5%) of base rate of pay (CNA Per Diem Unit MOA (Sec. 809).

APPROXIMATE SALARY:

Per Diem Nurse Extern: $29.54 per hour

Registered Nurse I (RN I): $41.60 - $43.72 per hour

Registered Nurse II (RN II): $48.60- $58.11 per hour

Per Diem Registered Nurse I (PD RN I): $40.54per hour

Per Diem Registered Nurse II (PD RN II): $48.05 - $63.41 per hour

EDUCATIONAL/BILINGUAL INCENTIVE: Possible educational incentive pay for educational attainments which are not specifically required for the classification. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.

The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies for these positions only.

Per Diem Nurse Extern, Registered Nurse I, Registered Nurse II, Per Diem Registered Nurse I, and Per Diem Registered Nurse II are represented by the California Nurses' Association (CNA) and are eligible for overtime compensation.

NOTE: Salary placement for Registered Nurse I and Registered Nurse II (Regular & Per Diem) will be determined according to the current CNA memorandum of agreement.

NOTE: If appointed at the lower level, incumbent may be promoted to the higher level without further exam upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department.

Examples Of Duties

Per Diem Nurse Extern

Duties may include but are not limited to the following:

  • Practices empathic communication with patients and provides additional support to patients and families to ensure needs are met.

  • Assists in the development and/or modification of a basic written patient care plan; assists in evaluating effectiveness of patient care plan.

  • Makes recommendations for modifications in the patient care plan based upon evaluations and new assessment data.

  • Provides basic bedside nursing care to assure comfort and cleanliness of patients; takes and records temperature, pulse, respiration, and blood pressure, bathes, shaves, feeds, and addresses patients and assists those capable of self-care.

  • Collects, tests, and records results of routine specimen examinations; gives patients bedpans, removes and cleans them, and records intake and output of patients; may assist in the administration of such treatments as suctions, soaks, and enemas.

  • Assists doctors or examiners with IV's, pelvic exams, spinal taps, or other medical procedures; assists patients in getting into and out of bed and wheelchairs; lifts or assists in lifting, restraining, and positioning patients.

  • Transports patients to and from units; assists in giving physical therapy and occupational therapy treatment.

  • Other duties may be assigned up to the level of the training of the incumbent. No duties will be assigned that are specifically excluded by CA Bus & Prof Code § 2725.3.

Registered Nurse I/II - Regular and Per Diem:

Duties may include but are not limited to the following:

  • Uses the full scope of the Nurse Practice Act to assess, plan, organize, and provide nursing care to assigned patients;

  • Follows prescribed doctors' orders concerning treatments and medications;

  • Documents patient treatment and dispensing; makes patient observations; records and reports on all pertinent information, including changes in patient condition and general progress;

  • Provides follow-through on judgment within the scope of accepted nursing practice;

  • Assists doctors in examination and treatment;

  • Provides unit organization and is responsible for completion of all delegated and indicated nursing duties by the end of the assigned shift;

  • Assists in training, supervision and evaluation of new and ancillary personnel;

  • Maintains current knowledge of nursing care developments and therapeutic measures; attends department in-services and staff development programs;

  • In Ambulatory Medicine areas, provides physician assistance and patient care as indicated and required;

  • May participate in quality assurance/utilization review or other non-direct patient care nursing assignments; and

  • Performs other related duties as required.

Typical Qualifications

These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

Per Diem Nurse Extern:

EDUCATION, TRAINING and EXPERIENCE

  • Requires current enrollment in an accredited Registered Nurse program and within 3 months of graduation; OR
  • Recently graduated from an accredited Registered Nurse program.

NECESSARY SPECIAL REQUIREMENTS:

  • Must possess and maintain a valid Basic Life Support (BLS/CPR) Certificate

  • Licensure as a Registered Nurse in California and successful completion of unit related competencies is required within 6 months of hire date.

  • Successful completion of the Health Care Agency Pharmacology examination within three (3) months of employment into either one of those positions.

KNOWLEDGE, SKILLS, and ABILITIES (Per Diem Nurse Extern):

Workingknowledgeof:thetheory,techniquesandpracticesofprofessionalnursing; knowledge of medical terminology and hospital routine and equipment.

Ability to: establish and maintain the confidence of and effective working relationships with other professional nursing and medical staff; establish and maintain the confidence of patients; follow hospital policies and instructions; and work effectively in different hospital departments or on shifts as required.

Registered Nurse I/II - Regular and Per Diem:

RN I & PD RN

Requires no experience.

RN II & PD RN II - VCMC & SP Hospital

Requires six (6) months of recent full-time acute care registered nursing experience in an acute hospital or equivalent setting, or completion of the Ventura County Medical Center competency requirements* as evaluated and approved by the Chief Nursing Executive.

RN II & PD RN II - Ambulatory Care & Public Health only

Requires six (6) months of recent full-time equivalent registered nursing experience in a public or private health care setting.

  • These competency requirements are in conformance with the California Board of Registered Nurses nursing requirements.

NECESSARY SPECIAL REQUIREMENTS:

  • Must possess and maintain a current, valid license as a Registered Nurse issued by the State of California, or Registered Nurse licensure in another state with California licensure pending.

  • Must have a current, valid Basic Life Support (BLS/CPR) certification by first day of employment.

  • Successful completion of the Health Care Agency Pharmacology examination within three (3) months of employment is mandatory for assignments within the Health Care Agency.

  • Depending upon area of assignment, additional specialty experience and/or certification(s) may be required.

Knowledge, Skills, and Abilities (RN I/II Regular and Per Diem):

Thorough knowledge of: the theory, techniques, and practices of professional nursing; medical terminology and hospital routine and equipment; and medicines and narcotics.

Working ability to: plan and organize nursing care; train and supervise non-professional staff; establish and maintain the confidence of patients and staff; maintain confidentiality of patient/client information; work effectively in different healthcare and/or hospital departments or shifts as required; establish and maintain effective interpersonal relations with other staff members, patients, and their families; communicate effectively both orally and in writing.

TRAINING & EXPERIENCE EVALUATION - 100% (Per Diem Nurse Extern only)

A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. In a T&E, applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department. Candidates are typically scored/ranked in relation to one another; consequently, when the pool of candidates is exceptionally strong, many qualified candidates may receive a score or rank which is moderate or even low resulting in them not being advanced in the process.

NOTE: If there are three (3) or fewer qualified applicants, an exam will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.

Applicants successfully completing the exam process may be placed on an eligible list for a period of six (6) months.

  • Pass/Fail 100% (Registered Nurse I/II - Regular and Per Diem):

An application evaluation will be conducted to determine whether or not each applicant possesses the required licensure and certification for this recruitment. Those candidates who do will be placed on the eligible list.

Candidates successfully completing the examination process may be placed on an eligible list for a period of six (6) months.
