Key Responsibilities/Tasks

The Regional Senior Finance Manager (RSFM) serves as the Finance lead and focal point for assigned iDE country offices, providing technical financial leadership. The RSFM ensures the implementation of sound internal controls and financial management of assigned countries, as well as internal and external financial reporting, including donor reports and all statutory reporting requirements. S/he provides daily financial oversight to the assigned country programs to ensure that the financial records are complete, accurate and comply with US Generally Accepted Accounting Principles (US GAAP), policies and regulations, to facilitate solid decision support. The Regional Senior Finance Manager also assists with capacity building efforts of the assigned Country finance teams and works proactively and cooperatively with HQ management and staff to implement solutions as required. This position supports complex, multi-country grants as well as the start-up of new country offices which involve highly critical steps to implement new systems of internal control.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The Regional Senior Finance Manager performs the following primary responsibilities:

  • Provides ongoing financial oversight and feedback to Country office Finance Directors (FDs) or Finance Managers (FMs) to improve effectiveness in financial management and reporting. Performs comprehensive reviews of country financial reports to include performance analysis in the following areas: balance sheet, income statement, cash, grants/contracts, unrestricted and general income and expenditures, actual expenses vs. budget analysis and forecast, adequacy of adherence to generally accepted accounting principles, donor requirements and iDE financial procedures.
  • Supports complex, multi-country grants to ensure grant compliance across multiple country offices and various departments at iDE Headquarters. Provide financial reporting to donors and ensure compliance with terms and conditions of these grants.
  • Support complex start-up of new country operations including implementation of internal control frameworks and selection and successful on-boarding of new country finance directors.
  • Works with Country finance teams to promote full adoption and utilization of Netsuite financials capabilities such as electronic payments, employee expense reimbursements and other automated features.
  • Provides guidance to Country finance teams on implementation and maintenance of strong financial controls and corrective actions on reporting irregularities.
  • Review and document revenue recognition for new iDE grant awards in accordance with Financial Accounting Standards Board (FASB) Accounting Standards Update (ASU) 2014-09, Revenue from Contracts with Customers (Topic 606). Prepare iDE’s “Grant Revenue Accounting Checklist” based on a review of the actual grant agreement to document whether revenue should be classified as restricted or unrestricted and whether the revenue recognition is conditional or unconditional along with the basis for timing of recognition (upon award or based on cost incurred or milestones).
  • Reviews fund transfer requests by evaluating financial activities and forecasts against budgetary controls and available funds.
  • Reviews and reconciles Country Program intercompany accounts on a monthly basis. Communicates with country FDs on discrepancies.
  • Ensures overheads due to HQ are reported in Country Program books and corresponding entries are made in HQ.
  • Ensures monthly revenue recognition for Country Programs are done properly and grant accounts are reconciled monthly.
  • Reviews monthly bank reconciliations of Country Programs and oversees other month-end closing steps are completed on or before the deadline.
  • Supports Country Programs with their cash management by reviewing and improving on available cash flow monitoring tools.
  • Supports Country Programs in the development of annual budgets and quarterly financial forecasts.
  • Assists with the oversight of Country Program external audits and review of results.
  • Set-up grant project codes and budgets for all new grants in the Accorto system to facilitate proper allocation of HQ time tracking and labor cost allocations in support of grants for assigned country offices.
  • Undertakes all other duties and projects as may be assigned from time to time.

OTHER DUTIES AND RESPONSIBILITIES

  • Performs and documents complex financial analyses.
  • Assists in ensuring internal control procedures are followed.
  • Assists with the annual budget and external audit processes.
  • Contributes to the HQ Finance department’s periodic planning process by reviewing budgets for USAID grants for accuracy and consistency
  • Cross trained on accounts payable, cash disbursements, cash receipts processes, and other
  • HQ finance functions to provide support, as needed.
  • Performs other duties as required.

Requirements

  • Minimum of Associate Degree in Accounting. A Finance or Business Management degree with enough accounting credits can be accepted in lieu of an Accounting degree.
  • CPA, CA or CPA/CA candidacy preferred but not required.
  • Minimum of 5 years of related experience with some years in an international nonprofit setting. US government, UK, Canada, EU, Sweden, Family Foundations and other donor funded grant management and compliance experience.
  • Prior demonstrated experience with Oracle NetSuite financial system is strongly preferred.
  • Experience with NetSuite or a similar modern, cloud-based ERP system is required.
  • Proficient in Microsoft Office Suite with a high degree of proficiency in Excel.
  • Fluency in English required.
  • Fluency in French preferred to facilitate communications with country finance teams.
  • Intermediate knowledge of non-profit accounting practices, including multi-currency accounting, budgets and financial reporting.
  • Familiarity with USAID rules and regulations.
  • Willingness and ability to do basic or transaction-level accounting tasks.
  • Excellent critical thinking skills and sound judgment. Proven willingness to make timely and sound decisions based on accurate judgment.
  • Effective time management skills, self- motivated, critical attention to detail and deadlines, able to work independently.
  • Excellent interpersonal skills necessary to work effectively with persons on all levels both inside and outside iDE.
  • Ability to work effectively in an atmosphere of multiple projects, shifting priorities, and deadline pressure.
  • Ability to work effectively in physical or virtual teams and multicultural environment.
  • Willing and able to travel to field offices as needed.
  • Availability and willingness to interact with team members in other time zones, when needed.
  • Personal qualities of integrity, credibility, and a commitment to iDE’s mission.
