Description

The Office of Inspector General (OIG) performs many varied functions for the Cabinet for Health and Family Services. OIG has six divisions: Division of Regulated Child Care, Division of Health Care, Certificate of Need, Division of Kentucky Health Information Exchange, Division of Telehealth and the Division of Audits and Investigations. These Divisions cover a wide variety of job tasks and duties in varied settings throughout Kentucky, which include inspecting and licensing childcare and healthcare facilities and services, and conducting investigations of complaints in those facilities, as well as conducting Medicaid fraud and other types of complaints for the Cabinet.

As Regional Program Manager, you would assist the Director and Assistant Directors in the Day-to-Day operations of the Division to ensure State and Federal program deliverables are met through the evaluation, interpretation, and implementation of policies and procedures relating to the Division programs and personnel practices. This position holder is required to have obtained the Surveyor Minimum Qualifications Test Certification offered by the Centers for Medicare and Medicaid (CMS). You would serve as the channel of communication with Central Office Leadership and all program offices in a multi-county region.

This position reports to an office in London (Laurel County), KY and manages staff in the following counties: Adair, Bell, Boyle, Breathitt, Casey, Clay, Clinton, Cumberland, Estill, Floyd, Garrard, Green, Harlan, Jackson, Johnson, Knott, Knox, Laurel, Lee, Leslie, Letcher, Lincoln, McCreary, Madison, Magoffin, Marion, Martin, Menifee, Metcalfe, Monroe, Morgan, Owsley, Perry, Pike, Powell, Pulaski, Rockcastle, Russell, Taylor, Wayne, Whitley, and Wolfe. Key Responsibilities:

  • Assists Central Office in providing supervision and support to branch manager and staff in the coordination of program activities to attain the optimum service delivery; in the form of survey completion related to inspections, investigations, and complaints.

  • Recommends training to management staff based on notices of training opportunities for employees within a region.

  • Completes, reviews, and evaluates program documentation and reports, to ensure optimum service delivery and program deliverables were met.

  • Evaluates, interprets, applies current policies and procedures relating to departmental and personnel practices.

  • Serves as a liaison to the community enforcing and defining the parameters of the regulations.

  • Conducts hiring processes, performance appraisals, along with time sheet, leave requests, and travel voucher approval for assigned staff.

  • Monitors and approves branch budget requests.

  • Makes recommendations for personnel actions such as promotion, layoffs, dismissals, and other personnel decisions.

  • Supervises the maintenance of all regional records.

  • Assigns staff to monitor operations within a region.

  • Attends meetings with other regional staff and management to channel information regarding program activities.

  • Represents region and/or division on inter or intra agency task forces.

  • Meets with civic groups, public officials, and the public to explain program policies and regulations and to answer questions of field operations within the region.

  • Completes other duties as assigned.

Preferred skills/abilities:

  • Required to have obtained the Surveyor Minimum Qualifications Test Certification offered by the Centers for Medicare and Medicaid (CMS).

  • Interpret Kentucky statutes and regulations.

  • Computer skills to include, but not limited to- Outlook, Excel, Word, and internet-based software to perform daily tasks.

  • Ability to work under pressure and meet deadlines.

  • Should have excellent written and verbal communication.

  • Should have analytical thinking and decision-making skills.

  • Organization and time management.

  • Experience in management.

  • Healthcare experience is preferred.

Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS: Five years of experience in the administration of or the direct delivery of social services, health services, or employment services to client.

Substitute EDUCATION for EXPERIENCE: Graduate study in social services, health administration, public or business administration, or a related field will substitute for the required experience on a year-for-year basis up to a maximum of two years.

Substitute EXPERIENCE for EDUCATION: Administrative and/or management experience in any of the above mentioned fields will substitute for the required education on a year-for-year basis.

Working Conditions

Works primarily in an office setting. Occasional travel required within region and to Frankfort.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
